New Delhi: Union Minister of Communications and Development of North Eastern Region (DoNER), Shri Jyotiraditya M. Scindia, chaired a crucial Consultative Committee meeting at Parliament House Annexe on Thursday to review and accelerate implementation of the 10% Gross Budgetary Support (GBS) earmarked for the eight Northeastern states, also known as the Ashtalakshmi states.
The high-level discussion centered on advancing coordination among various central ministries, enhancing accountability mechanisms, and ensuring measurable developmental outcomes in line with India’s Act East Policy and the broader vision of a #ViksitNortheast.
Strong Fiscal Performance Underlined
Addressing the Committee, Shri Scindia highlighted a notable improvement in fund utilization since 2014.
“In several years, the average utilization of the mandated 10% GBS has reached as high as 104%, 112%, and even 114%,” he stated, adding that these figures demonstrate both increasing demand and effective execution in the region.
Ministries that have fallen short in fund utilization are now being strategically advised to set realistic targets, with a renewed focus on high-impact departments and sectors.
Strengthening Coordination and Local Engagement
Also present at the meeting were Union Minister of State for DoNER and Education Dr. Sukanta Majumdar, and several Members of Parliament from the Northeast. A key theme was inter-ministerial synergy, particularly in resolving implementation bottlenecks and expediting grievance redressal related to project delays or fund flows.
Shri Scindia emphasized the role of elected representatives in shaping the region’s development trajectory:
“MPs are not just stakeholders—they are catalysts. Their insights into local priorities help identify impactful, people-centric projects.”
He reaffirmed that the Ministry of DoNER will continue acting as a coordinating bridge between the states, central ministries, and Parliamentarians.
