Mizoram: In a significant move to regulate and facilitate the employment of Mizoram’s youth both within India and internationally, the Mizoram Legislative Assembly is set to introduce the Mizoram Private Placement Agencies (Regulation) Bill, 2025, during its upcoming budget session commencing on February 19, 2025.

The proposed legislation aims to empower private placement agencies to legally recruit and deploy youths, particularly domestic workers, beyond the state’s boundaries. Under the Mizoram Private Placement Agencies (Regulation) Bill, the government will issue licenses to private agencies, enabling them to operate within the legal framework and ensure the protection of job seekers.

The initiative comes in response to legal issues faced by domestic workers from Mizoram in foreign countries, notably in Syria, the United Arab Emirates (UAE), and other Gulf nations. Last year, the state government, in collaboration with the Centre and philanthropic individuals, successfully rescued several Mizo women engaged as housemaids who encountered legal problems abroad. The Mizoram Private Placement Agencies (Regulation) Bill seeks to prevent such incidents by ensuring that employment opportunities are pursued through legal and regulated channels.

The bill proposes a comprehensive regulatory framework for private placement agencies, including the issuance of licenses and the establishment of guidelines to monitor and oversee their operations. This approach aims to safeguard the interests of job seekers and maintain the integrity of the employment process.

The Mizoram Legislative Assembly’s budget session is scheduled to begin on February 19, 2025, with Governor Vijay Kumar Singh delivering his inaugural address. Chief Minister Lalduhoma, who also holds the finance portfolio, is expected to present the state’s budget for the financial year 2025-26 on March 4, 2025. The session is slated to conclude on March 20, 2025. The introduction of the Mizoram Private Placement Agencies (Regulation) Bill, 2025, is anticipated to be a key agenda item during this session.
