UN General Assembly Vote

On February 24, 2025, the UN General Assembly voted on a European-backed resolution that directly blamed Russian President Vladimir Putin for initiating the full-scale invasion of Ukraine three years ago. The resolution emphasized Ukraine’s territorial integrity and called for the immediate withdrawal of Russian forces. The United States, breaking from its previous stance, joined Russia and 16 other nations in opposing the resolution. Despite this opposition, the resolution was adopted with 93 votes in favor, 65 abstentions, and 18 votes against.

US-Proposed Resolution

In a parallel move, the Trump administration introduced an alternative resolution that sought a swift end to the conflict without attributing blame to Russia. This draft acknowledged the tragic loss of life throughout the “Russia-Ukraine conflict” and implored a swift end to hostilities, urging a lasting peace between Ukraine and Russia. However, a French amendment sought to replace this neutral phrasing with “the full-scale invasion of Ukraine by the Russian Federation.” The amended resolution was adopted with 93 votes in favor, eight against, and 73 abstentions, with the US abstaining on its own proposal.

India and China’s Stance

India and China chose to abstain from both resolutions. Their abstentions reflect a cautious approach, emphasizing the need for diplomatic efforts and peaceful resolution of the conflict without taking sides. India’s representative to the UN stated that the resolution was not sufficient to achieve the goal of lasting peace, highlighting the complexity of the situation.
