India and the European Union (EU) are advancing their strategic relationship by developing a comprehensive security and defense partnership. This initiative aims to address shared challenges, including cross-border terrorism, maritime security threats, cyber-attacks, and the protection of critical infrastructure.
European Commission President Ursula von der Leyen, during her recent visit to New Delhi, emphasized the importance of this collaboration. She stated that both parties are “exploring a future security and defense partnership…in the mold of the partnerships we have with Japan and South Korea.” This alliance seeks to enhance joint efforts against mutual threats and strengthen economic security and prosperity.
The foundation for this partnership has been laid through prior collaborative efforts. In October 2023, India and the EU conducted their inaugural joint naval exercise in the Gulf of Guinea, focusing on maritime security and operational interoperability. This was followed by the EU appointing its first military attaché to New Delhi in November 2023, underscoring the deepening defense ties between the two entities.
Additionally, in February 2022, the EU initiated a coordinated maritime presence in the northwestern Indian Ocean, aiming to maintain a consistent European naval presence in the Indo-Pacific region. Regular maritime security dialogues have further solidified this cooperation. Notably, a joint delegation from India’s armed forces and the Ministry of External Affairs visited Brussels in 2024 for comprehensive security discussions, marking a significant step in bilateral defense relations.
A key aspect of the burgeoning partnership is India’s interest in participating in the EU’s defense industrial projects under the Permanent Structured Cooperation (PESCO) framework. President von der Leyen highlighted this interest, noting, “India is working hard to diversify its military supply and to access new capabilities. I believe we can help each other to deliver on our security objectives.” Collaborative opportunities are being explored in areas such as cybersecurity, drone technology, and space exploration, where both India and the EU possess significant expertise.
The strategic alignment between India and the EU is further reinforced by their shared commitment to upholding a rules-based global order. Both parties recognize the importance of addressing regional and global security challenges collaboratively. The ongoing conflict in Ukraine has also underscored the need for like-minded democracies to unite against unilateral aggression and uphold international law.
