New Delhi: On 8th September 2025 at the 28th Universal Postal Congress in Dubai, Union Minister for Communications and Development of North Eastern Region, Shri Jyotiraditya M. Scindia, unveiled the UPI–UPU Integration project, a groundbreaking collaboration between India’s Department of Posts (DoP), NPCI International Payments Limited (NIPL), and the Universal Postal Union (UPU). This integration links India’s Unified Payments Interface (UPI) with the UPU Interconnection Platform (IP), combining the extensive reach of the postal network with the speed and affordability of UPI to revolutionize cross-border financial transactions globally.
A Social Compact, Not Just a Technology Launch
Shri Scindia described the initiative as “more than a technology launch, but a social compact,” emphasizing that it will enable families across borders to send money faster, safer, and at much lower cost, reinforcing the postal sector’s trusted role in community service. The project seeks to make global remittances “as simple as sending a text,” benefiting millions of migrant workers and overseas Indians by providing instantaneous, affordable, and secure money transfers.
India’s Commitment to a Modern and Inclusive Postal Sector
The Minister articulated India’s vision for a modern postal ecosystem centered on four pillars:

Connect: Facilitating seamless, data-driven logistics.

Include: Delivering affordable digital financial services to migrants and digital enterprises worldwide.

Modernize: Leveraging AI, DigiPIN, and machine learning for advanced postal services.

Cooperate: Strengthening South-South partnerships with UPU-backed technical initiatives.
Under the broader Digital India and Viksit Bharat initiatives, India Post exemplifies scale and inclusion, with over 560 million bank accounts opened, predominantly in women’s names, and the delivery of over 900 million letters and parcels last year.
Financial Support and Global Leadership
Shri Scindia announced India’s commitment of USD 10 million in the current UPU cycle to spur innovation and support e-commerce and digital payment solutions within the global postal community. Furthermore, India formally submitted its candidature for two key councils of the UPU—the Council of Administration and the Postal Operations Council—underscoring its dedication to shaping a connected, inclusive, and sustainable future for the global postal ecosystem.
Toward Seamless Global Commerce and Financial Inclusion: UPI-UPU
The integration is poised to open new revenue streams for postal administrations and significantly enhance financial inclusion for underserved populations worldwide through India’s digital payment innovation leadership. Shri Scindia concluded by reaffirming India’s commitment to partnership, emphasizing resilience, interoperability, trust, and the vision of linking payments, identity, addressing, and logistics to make global commerce seamless and accessible.
