CPSEs and Autonomous Bodies under Ministry of Heavy Industries Gear Up for Special Campaign 5.0

New Delhi: The Ministry of Heavy Industries (MHI) has initiated the preparatory phase for Special Campaign for Disposal of Pending Matters 5.0 (SCDPM 5.0), aligning with the Government of India’s Swachhata campaign to promote cleanliness, hygiene, and administrative efficiency within workplaces and public surroundings. The campaign, commencing with preparatory activities from September 15 to September 30, 2025, has seen CPSEs and Autonomous Bodies under the Ministry undertake thorough reviews of obsolete files, identify unserviceable items for disposal, and optimize office spaces.

Comprehensive Measures and Key Targets

During the preparatory phase, the Ministry and its bodies are strategically:

  • Reviewing obsolete physical and digital files to streamline systems and enhance operational efficiency.

  • Identifying and earmarking spaces for cleanup, disposal of scrap, and e-waste to optimize nearly 1,58,405 sq. ft. of office area.

  • Shortlisting 4,905 physical files for review and weeding, with 3,860 e-files targeted for closure, improving document management.

  • Designating 103 sites for intensive cleanliness drives across office campuses and industrial units to foster safe and professional environments.



Cultivating Accountability and Clean Work Environments

The initiative places strong emphasis on accountability, hygiene, and order across CPSEs and Autonomous Bodies. Regular review meetings with nodal officers and senior officials ensure sustained campaign momentum, promoting a culture of cleanliness and supporting administrative reforms.

During this phase, the Ministry closely tracks daily activities—file reviews, scrap disposal, space management—documenting all activities to guarantee full readiness for the campaign’s main phase (October 2–31, 2025). Drives involving scrap clearance at key locations such as Howrah Workshop (B and R) and Instrumentation Ltd, Palakkad, have begun, highlighting the scale of efforts underway.

Implementation and Broader Objectives

The Special Campaign 5.0 aims to significantly improve internal governance by eliminating clutter, minimizing delays, and fostering transparency throughout the Ministry’s offices. These best practices are expected to support efficient operations, enhance public service, and contribute to India’s larger Swachh Bharat and administrative modernization objectives. The Ministry remains committed to guiding and overseeing the successful execution and documentation of the campaign’s outcomes.
