Proud Inauguration of Residential Accommodation as Part of Project Seabird Phase 2A at Naval Base Karwar

On 14th October 2025, Admiral Dinesh K Tripathi, Chief of the Naval Staff, inaugurated new residential accommodation for Senior Sailors and Defence Civilians at the Indian Navy’s Naval Base in Karwar. The ceremony was held in the presence of Vice Admirals K Swaminathan and Rajesh Dhankhar along with other senior officers. These developments are part of Project Seabird Phase IIA, aimed at significantly expanding the infrastructure at Karwar to support a larger naval fleet and personnel.​

Accommodation Facilities and Construction Details

The newly inaugurated residential township is located east of Manzil Creek and Amdalli and consists of:

  • Four towers for Senior Sailors married accommodation with 240 Dwelling Units (DUs).

  • Four towers housing 240 DUs for Naval Defence Civilians.

Once fully developed, these townships will provide 2,160 accommodation units for Senior Sailors and 3,168 units for Defence Civilians. The buildings are constructed by M/s NCC Ltd, Hyderabad, emphasizing the project’s scale and modern infrastructure standards.​



Strategic Expansion and Supporting Infrastructure

Phase IIA of Project Seabird has been designed to support berthing of a large number of ships and submarines at Karwar. This includes:

  • Development of a dual-use Naval Air Station.

  • A fully-fledged Naval Dockyard.

  • Four Covered Dry Berths.

  • Enhanced logistics for both ships and aircraft.

The infrastructure project aims to house approximately 10,000 uniformed and civilian personnel with their families, which is expected to generate significant economic activity, spur growth in local industries, and boost tourism.​

Employment and Environmental Sustainability

The ongoing construction phase has already created approximately 7,000 direct jobs and 25,000 indirect jobs, contributing positively to the regional economy. The entire project complies with environmental norms set by the Ministry of Environment, Forest & Climate Change (MoEF) and follows guidelines of the Indian Green Building Council (IGBC). Upon completion, the project is expected to achieve IGBC Gold certification, reflecting a strong commitment to sustainability.​

Alignment with ‘Aatmanirbhar Bharat’

Echoing the principles of ‘Aatmanirbhar Bharat’ (Self-Reliant India), over 90% of materials and equipment used for this ambitious project are sourced domestically. This approach not only supports local industry but also fosters indigenous development and self-sufficiency in defense infrastructure.​

The inauguration of residential accommodation under Phase IIA of Project Seabird marks a critical milestone in transforming Karwar into a strategic naval hub equipped with world-class facilities.
