Civil Aviation Ministry Pulls Up IndiGo Over Large-Scale Flight Disruptions; Minister Orders Immediate Operational Normalization: 2025

New Delhi, December 4, 2025 — The Ministry of Civil Aviation (MoCA) has taken serious note of widespread operational disruptions and cancellations across IndiGo’s flight network, prompting a high-level intervention led by Union Minister for Civil Aviation, Shri Kinjarapu Ram Mohan Naidu. The Minister convened an urgent review meeting with IndiGo’s senior management and top officials from the aviation ecosystem to assess the situation and chart corrective measures.


Minister Conveys Strong Displeasure to IndiGo

During the meeting, Shri Ram Mohan Naidu expressed clear dissatisfaction with the way IndiGo managed the disruptions, noting that the airline had adequate time to prepare for regulatory changes and operational transitions.

He emphasized that the current situation reflected avoidable lapses in preparedness and planning, and directed the airline to urgently normalize operations across its network.

The Minister also instructed that airfares must not be increased due to cancellations or schedule irregularities.




IndiGo Attributes Disruptions to Crew Planning Challenges & New FDTL Norms

IndiGo presented data on the cancellations and detailed several contributing factors:

  • Crew planning gaps

  • Challenges in implementing the revised Flight Duty Time Limitations (FDTL) norms

  • Seasonal weather constraints affecting operations

The airline noted that the revised FDTL regulations — aimed at improved fatigue management and flight safety — were being rolled out in phases as per court directions.

However, the Ministry maintained that sufficient preparatory time had been available to transition smoothly without impacting passengers.


Passenger Rights Must Be Protected, Says MoCA

The Minister instructed IndiGo to:

  • Inform passengers well in advance about any potential cancellations

  • Ensure timely rebooking, refunds, and clear communication

  • Provide all necessary facilities, including hotel accommodation when required

  • Minimize inconvenience to affected travelers

He reiterated that passenger rights and safety remain paramount.


AAI and Airport Directors Directed to Closely Monitor Ground Situation

In a separate meeting, the Civil Aviation Minister directed senior officers of the Airports Authority of India (AAI) to ensure that:

  • All airport directors constantly monitor the on-ground situation

  • Full support is extended to stranded passengers

  • Coordination is strengthened across airports, ATC, and airlines

The Minister stressed the need for real-time information flow and collaborative efforts to restore normalcy swiftly.


DGCA Initiates Strict Real-Time Oversight

The Directorate General of Civil Aviation (DGCA) has been instructed to begin strict, real-time monitoring of IndiGo’s operations. Actions include:

  • Field inspections at major airports

  • Oversight of passenger-handling arrangements

  • Monitoring of communication protocols during delays

  • Deployment of officers at IndiGo’s operational control centers for continuous supervision

These steps aim to ensure that safety standards, operational integrity, and passenger services are upheld.


Government Ensures Continuous Monitoring Until Full Stability is Restored

MoCA reaffirmed its commitment to ensuring smooth air travel, operational discipline across airlines, and the protection of passenger rights.
All aspects of IndiGo’s recovery plan and on-ground support systems will remain under close government scrutiny until the airline’s operations stabilize fully.
