CM Stalin rolls a major administrative reform with the launch of STAR 3.0 Sprint 1, marking a decisive move toward fully digital and paperless registration services in Tamil Nadu. The launch, held at the Secretariat, introduced a set of technology-driven services that allow citizens to complete registrations without handling physical documents or making repeated visits to government offices. Officials said the focus is on simplifying high-volume public services while ensuring accuracy and accountability.

At the centre of STAR 3.0 is paperless and contactless document registration. Identity verification is carried out digitally using Aadhaar-based OTP authentication or biometric validation. Once verified, documents are registered instantly, digitally signed by the Sub-Registrar and delivered online as official electronic records.

This marks a shift from time-consuming manual processes to same-day digital service delivery, especially for commonly used deeds related to property and housing.

One of the most significant changes under STAR 3.0 is presenceless registration. Buyers of newly constructed apartments from approved developers and purchasers of plots in newly sanctioned layouts can now complete registration entirely online. Digital payment, automated verification and electronic delivery remove the need to visit Sub-Registrar offices.

If the submitted details meet requirements, registration is completed on the same day and documents are returned electronically. Officials said this will ease congestion at offices and reduce dependency on intermediaries.

The upgraded system also introduces automatic deed creation. Citizens can generate deeds themselves through a guided digital process based on simple question-and-answer steps. This reduces reliance on document writers and lowers the risk of drafting errors. Generated deeds can be registered either through the paperless route or through printed submission, based on user preference.

Payment systems have also been streamlined. Along with existing online payment options, QR code–based UPI payments have been introduced. A Point-of-Sale QR facility allows small-value transactions below ₹1,000 to be completed digitally, further reducing cash handling.

For apartment resale transactions, STAR 3.0 digitally verifies amenities such as car parking and lifts. This removes the need for physical inspections in many cases and enables quicker document return.

Public access to registration services has been widened through the TNREGINET mobile application and WhatsApp-based updates. Encumbrance certificate searches have also been expanded. Users can now trace linked documents before and after registration using a single registration number. Searches can be carried out across districts, taluks and villages, even when administrative boundaries have changed over time. A consolidated encumbrance certificate is issued with a single fee.

Another important change is the full online registration of apartment owners’ associations under the Tamil Nadu Apartment Ownership Act. Declarations, bylaws and association registrations can now be completed digitally without visiting district offices.

Marriage records are also easier to access, with search options based on names and dates of birth. Certified copies of registered documents, including court orders and loan-related records, can be downloaded instantly with secure digital signatures.

Officials said STAR 3.0 builds on Tamil Nadu’s early adoption of registration digitisation, which began with the STAR computerisation initiative in 2000. The new system strengthens monitoring through an upgraded Management Information System, allowing senior officials to track performance and service delivery in real time.
