New Delhi: Mrs. S. Radha Chauhan, a seasoned civil servant and retired IAS officer of the 1988 batch (Uttar Pradesh Cadre), assumed charge today as the new Chairperson of the Capacity Building Commission (CBC) in New Delhi. She takes over the post from Shri Adil Zainulbhai, who held the position since the Commission’s inception in April 2021.
A Distinguished Career in Public Service
Mrs. Chauhan brings with her a wealth of administrative experience, having served in various critical roles at both the State and Central Government levels. Notably, she held the position of Secretary, Department of Personnel and Training (DoPT) — a key ministry involved in human resource development and administrative reforms in the Government of India.
Her career has been marked by a strong commitment to institutional reform, governance transformation, and policy innovation.
Capacity Building Commission: Driving Mission Karmayogi
The Capacity Building Commission was constituted by the Government of India on 1st April 2021 as part of the larger Mission Karmayogi initiative. Its primary mandate is to ensure standardisation, harmonisation, and coordination across India’s civil service capacity-building efforts.
As the custodian of capacity-building reforms, the Commission plays a pivotal role in shaping a competency-driven, digitally-enabled, and citizen-centric bureaucracy.
Under the leadership of Mrs. Chauhan, the Commission is expected to accelerate the adoption of digital learning platforms, enhance collaboration among training institutions, and ensure data-driven policy implementation across departments.
A Vision Aligned with National Priorities
Mrs. Chauhan’s appointment comes at a significant juncture, especially after the recent expansion of Mission Karmayogi to the Union Territory of Jammu & Kashmir. The move symbolises a broader commitment to inclusive and modern governance nationwide.
