New Delhi: The Cabinet Committee on Economic Affairs (CCEA), led by Prime Minister Narendra Modi, has given a historic green light to the widening and improvement of the Kalibor–Numaligarh section of NH-715 in Assam, transforming the region’s connectivity and safeguarding the local ecosystem. This project is a significant infrastructure boost with a focus on conservation, efficient transport, and regional development.
Project Overview and Strategic Importance
The approved project involves widening the existing 2-lane highway to a 4-lane carriageway along an 85.7 km stretch, with a total capital investment of ₹6,957 crore. It will be executed on an Engineering, Procurement and Construction (EPC) mode. Noteworthy is the highway’s critical alignment through Kaziranga National Park (KNP), an internationally recognized biodiversity hotspot and UNESCO World Heritage Site.
Wildlife Protection and Infrastructure Innovation
A standout feature is the construction of a 34.5 km elevated corridor spanning the Kaziranga stretch, integrating wildlife-friendly crossings to ensure unimpeded movement for animals—particularly vital during monsoon floods that force wildlife to migrate towards the Karbi-Anglong Hills. In addition, the project includes upgrading 30.22 km of existing road and building 21 km of new greenfield bypasses around Jakhalabandha and Bokakhat towns, reducing congestion and enhancing safety for both wildlife and commuters.
Connectivity, Economic Growth, and Societal Impact
The upgraded corridor seamlessly connects with two major National Highways (NH-127 and NH-129) and State Highway 35, unlocking connectivity across Assam. By integrating with three railway stations (Nagaon, Jakhalabandha, Vishwanath Chariali) and three airports (Tezpur, Lilabari, Jorhat), the highway will foster intermodal transport efficiency. The route links vital economic clusters, tribal districts, eight major tourist and religious sites—such as Kaziranga National Park, Deopahar Archaeological Site, Kakochang Waterfall, and famous temples—promoting tourism and trade.
Employment and Development Prospects
The project is projected to generate approximately 15.42 lakh person-days of direct employment and 19.19 lakh of indirect employment during construction. Upon completion, the improved connectivity will transform the socio-economic fabric by opening new avenues for industrial activity, enhancing access to markets, and driving regional prosperity.
