THANE: Animal welfare officials conducted surprise raids on pet shops and clinics in Mumbra, Thane, after the tragic death of a four-year-old girl, Shahabanu Shaikh, in August. The girl was killed when a dog fell on her from a terrace, prompting investigations into illegal animal handling practices linked to unlicensed operators.
During the raids, Vijay Rangare, a government animal welfare officer and Mumbai President of the NGO People for Animals, uncovered alarming evidence of non-certified individuals treating animals. One pharmacy graduate was found administering medication without any veterinary qualifications, falsely presenting himself as a veterinarian. Rangare emphasized the need for oversight, stating that many clinics were operating without valid licenses.

Following the findings, Rangare filed a complaint with the Mumbra police and contacted the Maharashtra State Veterinary Council to verify the legitimacy of these clinics. Senior Inspector Anil Shinde noted that the police require formal documentation from the Veterinary Council to proceed with filing an FIR against the clinics.
This crackdown comes amid growing concerns about animal welfare and safety regulations in the area. The owner of the dog involved in the girl’s death had been engaged in illegal breeding and lacked the necessary municipal permits. Although arrested for negligence, he was released on bail shortly after.
Officials urge residents to report any illegal activities concerning animal welfare in their neighborhoods.
