New Delhi: The Department of Posts (DoP) under the Ministry of Communications and Bharat Sanchar Nigam Limited have signed a strategic Memorandum of Understanding (MoU) on 17 September 2025 in New Delhi, aimed at expanding BSNL’s telecom reach across India through the vast postal network.
Leveraging India Post’s Nationwide Network
Under the agreement, BSNL SIM cards and mobile recharge services will now be available at over 1.65 lakh post offices across India. With a presence reaching nearly every town and village, India Post will serve as a powerful last-mile distribution channel for BSNL, ensuring wider accessibility in both urban and rural regions.
Empowering Rural and Remote Communities
The collaboration is designed to enhance digital inclusion by enabling rural citizens to access mobile connectivity at their nearest post office. This move is expected to bridge the digital divide, empower rural households, and contribute significantly to the objectives of Digital India, financial inclusion, and socio-economic development. A proof-of-concept implemented in Assam has already demonstrated encouraging results, showcasing its potential for nationwide success.
Roles and Responsibilities

Post offices will serve as Points of Sale (PoS) for BSNL SIM sales and mobile recharges.

Bharat Sanchar Nigam Limited will provide SIM card stock and staff training.

DoP will onboard new customers, facilitate transactions, and ensure service delivery with standardized processes.
Both organizations have agreed to jointly monitor the initiative through regular reviews, monthly reconciliations, and adherence to strong cybersecurity and data privacy protocols.
