New Delhi: In a significant leap toward digitizing India’s electoral processes, the Election Commission of India (ECI) has successfully operationalized its new integrated digital platform, ECINET, during the recently held bye-elections across five Assembly Constituencies in the states of Kerala, Gujarat, Punjab, and West Bengal.

The ECINET platform marks a paradigm shift in the way electoral data is collected, processed, and shared. It integrates over 40 existing ECI web and mobile applications into a single seamless system and is designed to ensure real-time, transparent, and efficient election management and information dissemination.


🚀 ECINET Debuts with Direct Upload of Voter Turnout Reports

A major technological milestone achieved during the bye-elections was the direct uploading of Voter Turnout Reports (VTR) by Presiding Officers (PROs) onto ECINET. Unlike the earlier manual and time-intensive process, PROs were now able to digitally input final voter turnout data before leaving their polling stations, resulting in:

  • Near real-time voter turnout trend availability

  • Significantly reduced lag in data publication

  • Enhanced transparency and accountability

This reform has been implemented under the leadership of Chief Election Commissioner Shri Gyanesh Kumar, and Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, with the goal of modernizing voter information dissemination for the benefit of the electorate and democratic stakeholders.




📄 Index Cards Digitized and Delivered in Record Time

Another transformative feature of ECINET is the rapid digital publication of Index Cards. Traditionally, these post-election statistical summaries would take several weeks or months to compile and verify. Now, thanks to ECINET, Index Cards for the recently concluded bye-polls were released within 72 hours of result declaration.

The new system automates the population of most data fields in the Index Card using ECINET inputs, drastically reducing manual errors and processing time.

Originally introduced in the late 1980s, the Index Card is a non-statutory yet vital post-election document that consolidates essential election statistics at the constituency level. These reports have become a valuable tool for:
