PANAJI: The Goa police’s Anti-Narcotics Cell (ANC) has achieved a significant milestone by seizing LSD blot papers valued at ₹98 lakh, marking the largest LSD haul in the state’s history. This operation led to the arrest of one individual connected to the trafficking network.

Over the past 12 days, the ANC has conducted five major drug busts, accumulating a total of ₹1.25 crore in narcotics seized. The arrested suspect had been residing in Goa for several years, sourcing drugs from the “darknet” and distributing them to customers in major party scenes across India.

In a broader context, the Goa police have intensified efforts to combat drug trafficking, especially as the tourism season approaches. In 2024, the authorities reported a total seizure of approximately ₹6.5 crore worth of various narcotics, including significant quantities of cocaine, ecstasy, and ganja. Chief Minister Pramod Sawant reaffirmed the government’s commitment to a “drug-free” Goa amid rising concerns about the availability of drugs, particularly in high-end clubs catering to tourists.

The police are also collaborating with law enforcement agencies from other states to dismantle drug trafficking networks effectively. New Delhi, October 2024: Copper prices continued their upward trend, rising by ₹3.10 to ₹820.25 per kilogram in the futures market, driven by strong spot demand and speculative trading. On the Multi Commodity Exchange (MCX), October copper contracts gained 0.38% during recent trading sessions, with a business turnover of 7,867 lots.

This price rally is influenced by several factors. The ongoing economic stimulus from China, which injected 3.95 trillion yuan ($560 billion) into its economy in September, has revitalized demand for copper in the world’s largest consumer market. The stimulus package has enhanced the physical market’s activity, leading to higher premiums for copper cathodes in Shanghai. This boost has been instrumental in stabilizing global copper prices despite slower demand from the West.

Additionally, market analysts forecast that the Federal Reserve’s anticipated interest rate cuts could further support copper prices as it enhances liquidity and fuels investment in industrial metals. Seasonal factors and the speculative positioning of traders, who are betting on the price surge, also contribute to the upward trend expected in the fourth quarter of 2024.

On a global scale, analysts predict refined copper production to rise by 4.6%, primarily driven by China’s expanded smelting capacity. While the supply surge could potentially balance the market, the increasing demand for copper in green energy projects like electric vehicles (EVs), solar, and wind power continues to create a bullish outlook for copper prices.

Despite price volatility, the global energy transition is providing significant support to copper demand, with projections of an average growth rate of 2.7% in 2024. As the market adjusts to these dynamics, copper remains a critical commodity in both traditional and emerging industries.

Maharashtra Increases Stamp Charges on Affidavits

Mumbai: In a significant move, the Maharashtra government has amended the Maharashtra Stamp Act, 1958, increasing stamp duty charges across various documents, including affidavits, agreements, and corporate transactions. The ordinance, approved by the state cabinet led by Chief Minister Eknath Shinde on September 30, 2024, aims to raise the revenue from stamp duty by approximately Rs.2,000 crore.

The revised rates took effect immediately. For instance, documents like affidavits and agreements, which previously attracted a Rs.100 stamp duty fee, now require Rs.500. This change aligns Maharashtra’s stamp duty rates with other states like Karnataka, enhancing simplicity and uniformity in stamp collection procedures. Similarly, the duty on share capital has been doubled from Rs.50 lakh to Rs.1 crore, reflecting the government’s approach to modernize and align these fees with the current market values.

Work contracts valued up to Rs.5 lakh will now incur a flat rate of Rs.500, while contracts exceeding this amount will be charged at 0.3%. This adjustment reflects a move towards proportional stamp duty based on the financial scale of contracts and corporate transactions.

The Maharashtra revenue department expects the revised rates to significantly increase collections, surpassing the Rs.40,000 crore achieved in the 2023-24 period, aiming for a new target of Rs.60,000 crore.

SriNagar: After a decade without an elected government, Jammu and Kashmir (J&K) is set to witness the swearing-in of Omar Abdullah as its Chief Minister today. This historic moment comes after the National Conference (NC) emerged victorious in the first Assembly elections held in the region since the abrogation of Article 370 and J&K’s transition into a Union Territory.

The swearing-in ceremony will be held at the Sher-i-Kashmir International Convention Centre (SKICC) in Srinagar, where Lieutenant Governor Manoj Sinha will administer the oath to Omar Abdullah and his cabinet members at 11:30 AM. This event marks Abdullah’s second term as chief minister; his first stint was from 2009 to 2014 when J&K was still a state under an NC-Congress coalition government.

The NC has extended invitations to key leaders from the INDIA alliance, including Rahul Gandhi, Congress President Mallikarjun Kharge, West Bengal Chief Minister Mamata Banerjee, and other prominent opposition figures like Sharad Pawar, Akhilesh Yadav, and Lalu Prasad Yadav. DPIIT Eases Compliance Norms for Cookware, Utensils Industries

New Delhi: In a significant move to enhance the ease of doing business, the Department for Promotion of Industry and Internal Trade (DPIIT) has announced relaxations in the Quality Control Order (QCO) 2024 for cookware, utensils, and cans used in food and beverages. This initiative aims to improve the quality ecosystem in India, attract investments, and support entrepreneurial talent.

One of the key relaxations includes exempting very small micro-enterprises—those registered under the Udyam portal with investments in plant and machinery below ₹25 lakhs and annual turnover not exceeding ₹2 crores—from compliance with the QCO. Additionally, a six-month grace period has been introduced to allow businesses to clear legacy stock. Another noteworthy change is the exemption for importing up to 200 units of cookware and cans intended for research and development purpose.

The QCO, originally notified on August 10, 2023, established five Indian Standards for the products, but its implementation has been extended to address industry concerns. The updated timelines specify that large and medium-sized manufacturers will need to comply by April 1, 2025, while small enterprises will have until July 1, 2025, and micro-enterprises until October 1, 2025.

The revised QCO also reflects India’s commitment to achieving self-reliance in manufacturing and enhancing product quality. Compliance with these standards is expected to bolster consumer trust and establish India as a manufacturing hub for premium quality goods, benefiting both domestic and international markets.
