New Delhi (India-Mauritius): During the State Visit of His Excellency Dr. The Honourable Navinchandra Ramgoolam, Prime Minister of Mauritius, to India, Prime Minister Narendra Modi and PM Ramgoolam held fruitful discussions resulting in a joint announcement of a Special Economic Package. This package, valued at approximately USD 655 million, aims to jointly implement key infrastructure, health, and strategic projects that will deepen the developmental partnership between India and Mauritius.
Grant-Based Projects Focused on Health, Education, and Aviation
The package includes projects to be undertaken on a grant basis totaling approximately USD 215 million (MUR 9.80 billion). These include the construction of the New Sir Seewoosagur Ramgoolam National Hospital, establishment of an AYUSH Centre of Excellence, development of a Veterinary School and Animal Hospital, and provision of helicopters to Mauritius.
Grant-cum-Line of Credit (LOC) Projects to Boost Infrastructure and Connectivity
Under the grant-cum-LOC framework, projects costing about USD 440 million (MUR 20.10 billion) have been agreed to. These focus on critical infrastructure such as the completion of the new Air Traffic Control (ATC) tower at SSR International Airport, development of Motorway M4, expansion of Ring Road Phase II, and acquisition of port equipment by the Cargo Handling Corporation Limited (CHCL).
Strategic Cooperation on Maritime Development and Surveillance
The two sides have also agreed in principle for the redevelopment and restructuring of the Port of Mauritius and assistance in the development and surveillance of the Chagos Marine Protected Area, which is significant for regional maritime security.
Budgetary Assistance and Forward Outlook
India has further committed to extend budgetary assistance of USD 25 million to Mauritius in the current financial year 2025-26. This comprehensive package not only strengthens infrastructure but also aims to create employment opportunities and support sustainable development aligned with Mauritius’ priorities.
