New Delhi, 4 September 2025 (India-Singapore) — On the occasion of the Official Visit of His Excellency Mr. Lawrence Wong, Prime Minister of the Republic of Singapore, to India, Prime Minister Shri Narendra Modi and Prime Minister Wong held wide-ranging discussions and endorsed a forward-looking and substantive roadmap for their Comprehensive Strategic Partnership (CSP). This visit commemorates the 60th anniversary of diplomatic relations between the two countries, underscoring a deep bond characterized by trust, mutual respect, and multifaceted cooperation.
Strengthening Bilateral Cooperation Across Diverse Sectors
The leaders expressed satisfaction over the progress made in the bilateral relationship, particularly following recent visits and engagements. They agreed to deepen cooperation in eight key areas integral to the next phase of the CSP: economic cooperation, skills development, digitalisation, sustainability, connectivity, healthcare and medicine, people-to-people and cultural exchanges, and defence and security cooperation.
Economic Cooperation and Semiconductor Collaboration
India and Singapore committed to expanding trade and investment ties, building on the Comprehensive Economic Cooperation Agreement (CECA) and the ASEAN-India Trade in Goods Agreement (AITIGA). A special focus was placed on supporting India’s growing semiconductor industry ecosystem, including partnerships under the India-Singapore Semiconductor Policy Dialogue, joint research and development, workforce development, and business-to-business cooperation aimed at resilient semiconductor supply chains.
Additionally, the two countries plan to develop sustainable and next-generation industrial parks, enhance capital market connectivity, and promote joint ventures facilitated by government to government cooperation.
Skills Development and Digital Economy: India-Singapore
The partnership will emphasize establishing a National Centre of Excellence in Chennai focused on advanced manufacturing, partnering in technical vocational education and training (TVET), and fostering exchanges in upskilling and student internships. Digital finance, fintech collaboration, cybersecurity, and AI development will receive intensified attention, alongside improving cross-border payments and trade document digitalization.
Sustainability and Connectivity Initiatives
Singapore and India will collaborate on green hydrogen, urban water management, civil nuclear energy, and mutual commitments under the Paris Agreement. Plans include launching a Green and Digital Shipping Corridor (GDSC) to advance maritime connectivity using green maritime fuels, expanding aviation partnerships, including sustainable aviation fuel adoption, and deepening digital and air connectivity.
Healthcare, Cultural Ties, and Defence Cooperation
Enhanced cooperation in health and medical research, nursing skills development, and digital health technologies are key priorities. The leaders underlined the importance of people-to-people links, cultural exchanges, parliamentary engagement, and public service training.
Defence engagements will continue with joint exercises and dialogues, focusing on cutting-edge technologies like AI, quantum computing, automation, and regional security collaborations, including maritime domain awareness and counter-terrorism efforts.
Institutionalizing Dialogue and Future Outlook
Both Prime Ministers agreed to institutionalize the India-Singapore Ministerial Roundtable as a permanent mechanism for monitoring CSP progress annually, signaling a long-term commitment to deepening bilateral ties.
