Moscow: Continuing its dynamic diplomatic engagements, India’s All-Party Parliamentary Delegation led by Ms. Kanimozhi Karunanidhi, Member of Parliament (Lok Sabha), concluded a series of strategic interactions in Moscow from May 23 to 24, 2025. The visit focused on counter-terrorism dialogue, enhancing academic ties, and reinforcing the bilateral spirit of India-Russia cooperation under the Special and Privileged Strategic Partnership.
As part of its international outreach against terrorism, the delegation engaged with renowned scholars, think tanks, and leading journalists. These engagements were in line with India’s steadfast diplomatic approach—projecting a united and bipartisan resolve against terrorism in all its forms and manifestations.
Engaging Strategic Minds: Dialogue with Think Tanks
On the evening of May 23, the delegation held in-depth discussions with experts and scholars from a number of Russia’s premier policy institutions, including:
-
Institute of World Economy and International Relations (IMEMO)
-
Higher School of Economics (HSE)
-
Russian Institute of Strategic Studies (RISS)
-
Valdai Discussion Club
-
Russian International Affairs Council (RIAC)
The deliberations revolved around the complex threat of cross-border terrorism, with specific emphasis on the complicity of State actors and the increasing use of disinformation campaigns to distort facts and evade accountability. Both Indian and Russian participants underlined the urgency of advancing joint frameworks for counter-terrorism research, strategic foresight, and crisis response mechanisms.
There was a notable consensus on enhancing academic collaboration between Indian and Russian institutions to foster a deeper understanding of global security challenges and to shape resilient international responses.
Addressing the Fourth Estate: Dialogue with Russian Media
On May 24, the delegation interacted with journalists from Russia’s leading news outlets, including TASS, Kommersant, Vedomosti, RBC, Izvestia, RIA Novosti, RT, and Sputnik. During the discussion, Indian representatives highlighted the shifting tactics of transnational terrorist groups, particularly their exploitation of humanitarian fronts and emerging technologies to propagate violence.
Crucially, the delegation called attention to the need for global media accountability, denouncing selective silence, the politicisation of terrorism narratives, and the proliferation of state-sponsored propaganda. India’s call for a consistent and principled international response, including accountability for cross-border attacks, was firmly reiterated.
Conclusion: Deepening Strategic Convergence
The Moscow leg of the delegation’s journey has furthered strategic convergence between India and Russia on key global issues. These dialogues have helped reaffirm the time-tested Indo-Russian partnership, anchored in mutual trust, shared democratic values, and a common commitment to global peace and security.
The All-Party Parliamentary Delegation’s engagements demonstrate India’s diplomatic maturity and determination to foster a unified international response to terrorism, while expanding academic, media, and strategic partnerships in a multipolar world.
