Srinagar— In a major step toward creating a future-ready and citizen-centric governance system, the Government of Jammu & Kashmir, the Capacity Building Commission (CBC), and Karmayogi Bharat signed a tripartite Memorandum of Understanding (MoU) to institutionalize Mission Karmayogi across the Union Territory.
The MoU was formalized during a ceremony held in Srinagar and aims to establish a structured, role-based, and continuous learning ecosystem for civil servants via the iGOT Karmayogi platform.
Strengthening Governance Through Capacity Building
Shri Atal Dulloo, Chief Secretary of J&K, reiterated the administration’s commitment to enhancing governance through digital learning and skilling. He emphasized the crucial implementation role of the General Administration Department (GAD) and the Institute of Management, Public Administration and Rural Development (IMPARD), noting that onboarding of civil servants across departments will be fast-tracked.

An orientation session was conducted at IMPARD, where Additional Secretaries and Deputy Secretaries from various departments were briefed about Mission Karmayogi’s strategic objectives by Smt. Navneet Kaur, Director, CBC, and Shri Rakesh Verma, COO, Karmayogi Bharat.
Digital Learning and Modular Skilling at the Core
Shri Rakesh Verma provided a live demonstration of the iGOT Karmayogi platform, highlighting its modular, self-paced, and contextual design. With over 1.26 crore learners nationwide already engaged on the platform, the initiative is shaping the future of public service learning in India.
