New Delhi: On August 31, 2025, Union Minister Dr. Jitendra Singh addressed the 100th Foundation Course for new civil service officer trainees at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie. He described the cohort as the architects of India’s centennial vision for 2047, underscoring their pivotal role as future custodians of the Constitution and stewards of citizen-centric governance.
Dr. Singh congratulated the batch for successful entry into civil services and reminded them that their transition from academic study to public service heralds immense responsibility: shaping the trajectory of an inclusive, developed India as it approaches 100 years of independence.
New Kartavyashila Auditorium and ODOP Display Hall Unveiled
The Minister inaugurated the Academy’s new ₹50-crore, 800-seat “Kartavyashila” auditorium, envisioned as a crucible for ideas, debate, and collective learning. He also opened the “One District One Product” (ODOP) Display Hall & Facilitation Centre—an initiative to connect officer trainees with grassroots enterprise and link local products to national markets, strengthening the foundation for inclusive development.
Emphasis on Governance Linked to Grassroots and Experiential Learning
Dr. Singh stressed the need for civil servants to connect governance with grassroots enterprise, leveraging opportunities in local livelihoods for national growth. He highlighted innovations in training, including the Himalayan Study Tour, village immersion, attachments with Central Armed Police Forces, and the Aarambh 7.0 programme at Ekta Nagar, Gujarat, featuring interactions with the Prime Minister and senior dignitaries. These experiences foster resilience, empathy, adaptability, and teamwork.
Commitment to Continuous Learning and Constitutional Duty- LBSNAA
Reaffirming the government’s reforms in civil service capacity-building through Mission Karmayogi, Dr. Singh called upon trainees to embrace lifelong learning and uphold humility, integrity, and moral courage in an evolving governance environment. He presided over the sealing of a time capsule containing the 2024 batch’s vision statements, to be opened in 2047—a symbolic act tying today’s aspirations to future achievements.
Finally, Dr. Singh urged the new officers to see their role as a “providential privilege,” tasked with building Viksit Bharat 2047 by balancing duty, political realities, and citizen expectations.
