Guidebook on Mapping of Strong Harmonized System of Nomenclature (HSN) Codes Unveiled by Union Minister Shri Piyush Goyal: 2025

New Delhi: The Union Minister of Commerce and Industry, Shri Piyush Goyal, released the Guidebook on Mapping of Harmonized System of Nomenclature (HSN) Codes prepared by the Department for Promotion of Industry and Internal Trade (DPIIT) on 20th September 2025 during the event celebrating 10 years of Make in India and the launch of Discussion on Next Gen-Reforms 2.0 in New Delhi.

A Milestone in India’s Manufacturing and Trade Facilitation

The Guidebook provides allocation of 12,167 HSN Codes to 31 Ministries and Departments, serving as a critical tool to promote data-driven policymaking for manufacturing development, investment promotion, and trade facilitation. Shri Goyal described the guidebook as a pivotal step toward strengthening India’s domestic production capacity and supporting sharper intervention aligned with national priorities.

Addressing Historical Challenges in Code Mapping and Ownership

The initiative resolves long-standing issues in trade negotiations and domestic policy implementation caused by the lack of clear ownership for many HSN Codes, leading to misclassification and regulatory ambiguities. DPIIT conducted a comprehensive review involving inter-ministerial consultations and industry feedback to map codes as per the Allocation of Business Rules and product use.

The Guidebook is structured around three strategic operational pillars:

  • Manufacture in India: Focusing on sector-specific policy alignment, value chain strengthening, and workforce development to position India as a global manufacturing hub.
