MeitY Invites Proposals for Tools to Detect Deepfakes and Label AI-Generated Content

Projects selected under the IndiaAI Mission will allow grantees to retain intellectual property rights while granting the government a royalty-free license for non-commercial use. Commercial licensing terms will be mutually negotiated.

MeitY invites proposals from institutions, startups, and companies under IndiaAI Mission to create tools for detecting deepfakes and labeling AI content. This initiative is part of the government’s effort to ensure ethical AI use, maintain content integrity, and safeguard digital security.

MeitY’s call for proposals includes five key areas of focus:

  1. Real-Time Deepfake Detection: MeitY is looking for tools capable of detecting deepfakes in real time, with integration into web browsers and social media platforms. These tools would allow for automated verification of cross-modal content, enhancing security and ensuring the authenticity of digital information.
  2. AI Content Authentication: Proposals are sought for tools that can detect AI-generated content and embed traceable markers. These tools should ensure robust content authenticity, prevent the generation of harmful or illegal content, and comply with laws and ethical standards. They should also provide continuous evaluation mechanisms for performance.
  3. Ethical AI Frameworks: The government is requesting proposals to develop frameworks ensuring AI systems respect human values, promote fairness and transparency, and prevent biases or discrimination in AI applications.
  4. AI Risk Assessment Tools: MeitY seeks tools that assess risks and vulnerabilities specific to AI technologies, especially in public use cases. These tools would classify AI systems by potential risk, contributing to safer deployment.
  5. AI System Resilience: We also encourage proposals to develop tools that evaluate AI systems’ resilience to high-stress scenarios, such as natural disasters, cyberattacks, or operational failures.

The government has earmarked ₹20.46 crore of the ₹10,371.92 crore allocated to the IndiaAI Mission to support these initiatives. MeitY is funding two additional research projects aimed at detecting fake AI-generated videos, audios, and images.

The IndiaAI Mission invites proposals from Indian start-ups and companies, allowing grantees to retain IP with government license rights. The government and the grantee will mutually negotiate the commercial licensing terms.
