New Delhi: The Ministry of Panchayati Raj (MoPR) is set to launch the People’s Plan Campaign (PPC) 2025-26 titled “Sabki Yojana, Sabka Vikas” across all states and Union Territories from October 2, 2025. This campaign will initiate the preparation of Panchayat Development Plans (PDPs) for the financial year 2026-27.
Background and Significance
Since its launch in 2018, the PPC has empowered Panchayats to prepare evidence-based, inclusive, and convergent development plans that reflect local priorities while aligning with national goals through Special Gram Sabha meetings. This process strengthens grassroots institutions and deepens participatory planning.
According to data from the eGramSwaraj portal, more than 18.13 lakh Panchayat Development Plans have been uploaded since 2019-20, including Gram Panchayat Development Plans (GPDPs), Block Panchayat Development Plans (BPDPs), and District Panchayat Development Plans (DPDPs). Over 2.52 lakh Plans are currently being prepared for the year 2025-26.
Preparations and Strategy
To gear up for the campaign, MoPR has held virtual interactions with states, Union Territories, and State Institutes of Rural Development and Panchayati Raj (SIRD&PR) to review preparations and share rollout strategies.
The ministry has engaged 20 line ministries to ensure their departments at state levels actively participate in the special Gram Sabha meetings. States and UTs have been advised to activate monitoring platforms, appoint nodal officers, train facilitators, finalize Gram Sabha schedules, and display public information boards by the end of September.
Campaign Components
The Special Gram Sabhas convened on October 2, 2025, will mark the official beginning of the campaign. These sessions will review previous GPDPs through digital platforms like eGramSwaraj, Meri Panchayat App, and Panchayat NIRNAY. They will assess progress, tackle delays, and prioritize unfinished projects utilizing unspent Central Finance Commission grants.
Planning will be aligned with the Panchayat Advancement Index (PAI), encourage effective use of the SabhaSaar tool, augment Own Source Revenue (OSR), and promote expanded community participation. Tribal empowerment under the Adi Karmayogi Abhiyaan will be a special focus, making Gram Sabhas decisive forums for inclusive and equitable development in line with national objectives.

The campaign is poised to enhance transparency, convergence, and accountability in local governance, setting the stage for improved service delivery and developmental outcomes in rural areas. Active participation from Panchayat representatives, line departments, community members, and frontline workers is central to the campaign’s success.
