Assam: Prime Minister Narendra Modi inaugurated the Assam Bioethanol Plant and laid the foundation for a polypropylene plant at Numaligarh Refinery Limited (NRL) in Golaghat, Assam, on September 14, 2025. The initiatives mark a significant step towards promoting clean energy, boosting industrial growth, and enhancing Assam’s role in India’s self-reliant energy future.
Advancing Energy Security and Clean Energy
Speaking at the event, PM Modi emphasized that India is on the path to energy self-reliance—shifting away from heavy dependence on imported oil and gas. By launching projects worth around ₹18,000 crore, including the new bioethanol plant, the government aims to elevate Assam’s contribution to national energy security. The bioethanol plant, notably India’s first bamboo-based bio-refinery, was inaugurated as a major eco-friendly milestone. PM Modi highlighted its potential for transforming bamboo, an important resource in Assam, into clean fuel while generating new income streams for farmers and tribal communities.
Local Empowerment and Industrial Growth
Prime Minister stated that arrangements are being made to ensure a steady supply of bamboo, supporting local farmers through government procurement and the establishment of small bamboo chipping units. The annual sectoral investment is expected to reach ₹200 crore, directly benefiting thousands in the region. PM Modi described the foundation stone for the polypropylene plant as a boost for Assam’s manufacturing sector—a vital raw material needed for everyday plastics, textiles, medical kits, and automotive products. The plant will reinforce the “Make in Assam” and “Make in India” vision and catalyze regional industry.
Decisive Shift in Assam’s Development
Underscoring Assam as a key center for the Aatmanirbhar Bharat campaign, PM Modi noted India’s growing achievements in solar power, with the nation now ranking among the top five globally in installed capacity. He outlined that Assam plays an essential role not just in energy, but also in India’s semiconductor mission, highlighting development of a factory in Morigaon. The PM contrasted the current pace with earlier years, when Assam’s development lagged and bamboo cultivation was heavily restricted.
Supporting Assam’s Heritage and Welfare
PM Modi reaffirmed his government’s commitment to strengthening Assam’s identity, protecting its cultural symbols, and supporting its vulnerable communities. He mentioned the renovation of historical sites, promotion of local languages, and targeted welfare schemes for tea garden workers, women, and youth. Assam is poised to become a major hub for tourism, trade, and modern industry under new infrastructure projects and legacy preservation efforts.
Conclusion
The launch of the bioethanol and polypropylene plants exemplifies India’s move toward sustainable industrialization and energy independence, with Assam at the forefront. These projects affirm the government’s strategy to accelerate economic growth, empower local communities, and transform the region into a center of clean energy, industry, and cultural vibrancy.
