Pr. CCA Delhi Conducts Telecom Outreach Meet, Emphasizes Transparency and Grievance Redressal for Licensees: 2025

The Office of the Principal Controller of Communication Accounts (Pr. CCA), Delhi, successfully organized a Telecom Outreach Meet for the third quarter of FY 2025-26, focused on on-spot grievance redressal and raising awareness about license conditions among telecom license holders. More than 75 licensees attended, marking an important step toward strengthening regulatory standards and accountability in the sector.

Ensuring Accountability and Dialogue

Opening the session, Shri Uday Bhan Tiwari, Principal Controller of Communication Accounts, highlighted the value of open dialogue between licensees and the Controller’s office. The session reinforced the need for continuous communication to ensure timely and error-free submissions of license fee returns, audited accounts, and compliance documents, ultimately enhancing transparency and reducing process delays.​



Fielding Grievances and Compliance Queries

Officers from the Principal CCA Office addressed queries, resolved pending issues, and sensitized licensees on compliance requirements, financial obligations, and license fee submissions under the Unified License framework. Interactive discussions enabled direct clarification of doubts with officials, fostering proactive resolution of regulatory and financial concerns.​

Focus on Regulatory Streamlining

The initiative forms part of ongoing efforts to streamline processes, improve service delivery, and promote better understanding of regulatory requirements. Attendees discussed rationalizing telecom revenue processes and recommended measures to further ease business operations and improve compliance.

Role of Pr. CCA Delhi in Financial Management

The Principal CCA Office, Delhi, plays a pivotal role in administering financial management for the Department of Telecommunications (DoT). Responsible for collecting License Fees and Spectrum Usage Charges (SUC) from licensees based in Delhi and NCR, the office presently manages 535 active licenses across categories such as UL-ISP, VNO-ISP, NLD, ILD, CMRTS, and Access-B, and oversees Financial and Performance Bank Guarantees. The office has shown consistent revenue growth with ₹4,551 crore collected in FY 2023-24 and ₹4,650 crore in FY 2024-25.​
