New Delhi: In a solemn and inspiring ceremony held at Rashtrapati Bhavan on June 18, 2025, the President of India, Smt. Droupadi Murmu, interacted with the probationers of three prestigious government services — the Indian Corporate Law Service (ICLS), the Defence Aeronautical Quality Assurance Service (DAQAS), and the Central Labour Service (CLS). The event, graced by President Droupadi Murmu at the majestic Rashtrapati Bhavan, served as a profound and symbolic milestone in the professional journeys of these young officers.

As they stood before the First Citizen of the country, it marked not only the culmination of their rigorous training but also the beginning of their transformative roles in governance, regulatory frameworks, public service delivery, and nation-building. With the President’s words of wisdom and encouragement guiding them, these probationers are now poised to step into positions of great responsibility—where their knowledge, integrity, and commitment will help shape India’s future across key sectors such as corporate regulation, labour welfare, and defence assurance.

Upholding Values of Governance and Accountability

In her address to the assembled probationers, President Murmu congratulated them on their remarkable achievement in joining the Indian civil services, acknowledging the years of dedication, focus, and perseverance that brought them to this moment. She reminded the officers that their roles come with great responsibility and the potential to significantly influence the lives of citizens. Stressing the principles of good governance, transparency, and accountability, she urged the officers to serve with empathy and a strong moral compass.

Indian Corporate Law Service: Guardians of Corporate Integrity

Turning her attention to the Indian Corporate Law Service probationers, the President highlighted the vital role of the corporate sector in powering India’s economic growth. She described the ICLS officers as architects of a business environment rooted in trust, legal compliance, and ethical practices. Emphasizing their duties under various statutes such as the Companies Act, the President underscored that their work would facilitate entrepreneurship, innovation, and investor confidence, ultimately contributing to a sustainable and inclusive economy.

She noted that in an era where India is aspiring to be a global economic powerhouse, the enforcement of robust corporate governance norms becomes essential. ICLS officers, she said, must act not only as regulators but also as enablers of business reforms, ensuring a fair and competitive ecosystem.

Central Labour Service: Advocates of Social Justice and Industrial Harmony

In her message to the officers of the Central Labour Service, the President commended their role as defenders of workers’ rights and promoters of industrial peace. She articulated that CLS officers occupy a dual position — as custodians of labour laws and as mediators between employers and employees. Through proper implementation of labour regulations and proactive engagement with stakeholders, they have the power to create a culture of dignity, equity, and inclusivity in the workplace.

The President emphasized the evolving labour landscape in India, particularly in the context of gig work, digital platforms, and informal employment, and encouraged the probationers to adapt to these changes while safeguarding core labour rights. She stated that ensuring fair working conditions, social security, and grievance redressal will remain crucial in this dynamic environment.

Defence Aeronautical Quality Assurance Service: Stewards of National Security and Technological Precision

Addressing the officers of the Defence Aeronautical Quality Assurance Service, President Murmu spoke of their crucial responsibility in the realm of military aviation. She highlighted that quality assurance in defence aviation is not a formality but a vital determinant of mission success, pilot safety, and national defence readiness.

She asserted that DAQAS officers must ensure that every component, whether domestically manufactured or imported, adheres to the highest global standards of airworthiness and operational safety. With India’s focus on enhancing indigenous defence manufacturing under the ‘Make in India’ and ‘Aatmanirbhar Bharat’ missions, she urged the officers to act as bridges between the public and private sectors, enabling smoother collaboration and ensuring quality compliance throughout the supply chain.

The President reiterated the need for policy support, innovation, and knowledge transfer to strengthen India’s defence production ecosystem and to realize the vision of India becoming a global hub for defence manufacturing and exports.

President Droupadi Murmu Calls for Building a Progressive and Resilient India

Concluding her address, President Murmu exhorted the probationers to remain lifelong learners and to serve the nation with integrity and humility. She encouraged them to stay rooted in the constitutional values of justice, equality, and service, and to make public service a vehicle for positive transformation in society.

The event marked a significant moment in the civil service journey of these young officers, who are now poised to carry forward the torch of excellence and nation-building across corporate regulation, labour relations, and defence quality assurance.
