PWD ITO Twin Towers: Powerful Delhi Secretariat Project to Transform Governance

New Delhi – The ambitious PWD ITO Twin Towers project is set to transform the capital’s skyline and governance structure. Envisioned as the new Delhi secretariat complex, the proposal will bring all major government offices under one roof, ending decades of inefficiency caused by scattered administrative hubs.

Officials confirmed that the project, expected to cost over ₹2,000 crore, is awaiting approval from the PWD minister before being placed before the cabinet. The initiative has been described as a central step toward modern, centralized governance in Delhi. The PWD ITO Twin Towers will serve as a nerve centre for the state’s administrative machinery, combining modern facilities with energy-efficient infrastructure.


A New Governance Hub at ITO

The PWD ITO Twin Towers are planned at the iconic ITO area in central Delhi. The project will replace Vikas Minar and an adjoining office block currently occupied by the Delhi Development Authority (DDA) and Delhi Urban Shelter Improvement Board (DUSIB). Together, the towers will cover 53,603 square metres and stand as one of the tallest administrative complexes in the city.

The design proposes interconnected towers, linked either by a sky bridge or an underpass, ensuring seamless coordination between departments. The PWD ITO Twin Towers will house the chief minister, cabinet ministers, the chief secretary, and senior bureaucrats, alongside all major government departments.

Project Timeline and Execution

If the proposal clears cabinet approval, the PWD ITO Twin Towers will take approximately 48 months to complete. To ensure precision in planning, PWD has sought ₹52 crore to hire a project consultant. This consultant will finalize the detailed project report, height specifications, number of floors, and architectural features.

The urgency of moving forward with the PWD ITO Twin Towers stems from the limitations of the current Delhi Secretariat building at Vikas Marg. Built in 1982 as an accommodation facility for Asian Games athletes, the building has long been inadequate for administrative needs.

The concept of a new Delhi secretariat is not new. Proposals had surfaced in 2022 to redevelop existing office buildings at ITO, but the plans were shelved due to design changes. However, recent confirmations by the chief minister about exploring central sites for a new complex have reignited momentum, making the PWD ITO Twin Towers proposal the most viable option.
