SAMPANN Pension Portal Integrated with UMANG to Enhance Digital Access for Telecom Pensioners: 2026

In a significant step towards strengthening pensioner-centric digital governance, the SAMPANN pension management system, developed by the Office of the Controller General of Communication Accounts (CGCA), has been successfully integrated with the UMANG (Unified Mobile Application for New-age Governance) platform. The integration will benefit nearly 4 lakh pensioners of the Department of Telecommunications (DoT) by enabling easy access to critical pension-related services anytime, anywhere.


SAMPANN–UMANG Integration Enhances Ease of Access for Pensioners

With this integration, pensioners can now conveniently retrieve their:

  • Pension Payment Order (PPO) number

  • Life Certificate (LC) validity status

through the UMANG mobile application or web portal, ensuring continuous access to vital pension information.

Shri Ashish Joshi, Principal Controller of Communication Accounts (Pr. CCA), Delhi, stated that the initiative is aimed at:

  • Enhancing ease of access for pensioners

  • Promoting transparency in service delivery

  • Ensuring seamless availability of pension-related information on a unified digital platform

He added that the availability of SAMPANN services on UMANG, along with recent DigiLocker integration, reflects the department’s strong commitment to prompt, transparent and citizen-friendly digital services.




UMANG: A Unified Digital Gateway for Government Services

UMANG serves as a single unified platform—via mobile application and web portal—for accessing government services offered by Central, State and Local bodies. Developed under the Digital India initiative, UMANG is available across:

  • Android

  • iOS

  • Web portal

Pensioners can access the platform by downloading the app from the Google Play Store or Apple App Store, or by visiting the official web portal, with authentication facilitated through Aadhaar. This move not only simplifies pension management but also ensures dignity, autonomy and ease of access for senior citizens across the country.


About SAMPANN: A Pensioner-Centric Digital Transformation

SAMPANN (System for Accounting and Management of Pension) is a flagship digital platform of the Department, developed, owned and operated by the Office of the Controller General of Communication Accounts. It was dedicated to the nation by the Hon’ble Prime Minister on 29 December 2018 and represents a major shift from system-centric administration to pensioner-centric governance.

SAMPANN has digitized the entire pension lifecycle, including:

  • Initiation and processing of pension cases

  • Issuance of e-Pension Payment Orders (e-PPOs)

  • Pension disbursement and accounting

  • Reconciliation and financial reporting

  • Audit facilitation

  • Grievance redressal

Through the platform, pensioners can:

  • Receive pension directly into bank accounts

Key SAMPANN Services Now Available on UMANG

Currently, two essential SAMPANN services are accessible via UMANG:

1. Know Your PPO Number
Pensioners can enter their:

  • Bank/Post Office Account Number

  • Date of Birth
    to retrieve their associated PPO number instantly.

2. Life Certificate Validity Status
Users can check LC validity by entering:

  • Bank/Post Office Account Number or

  • Registered Mobile Number or

  • PPO Number, along with

  • Date of Birth

The system then displays the Life Certificate validity date.

Pensioners can search for services using keywords such as:

  • SAMPANN

  • Pension

  • PPO

Alternatively, services are available under the category “Social Security & Pensioner” on the UMANG portal.
