New Delhi – The Public Works Department (PWD) has shortlisted six prime locations across the national capital for developing the new Secretariat Complex Delhi PWD project, which aims to bring all Delhi government departments under one roof. Officials stated that the selection follows a preliminary feasibility assessment covering land ownership, infrastructure readiness, and connectivity.
A senior official confirmed that the shortlisted options will soon be presented to Chief Minister Rekha Gupta for final approval. The Secretariat Complex Delhi PWD initiative comes amid concerns that the existing Secretariat building at ITO, known as the Player’s Building, no longer meets the administrative requirements of the expanding government.

PWD officials revealed that all six identified plots are government-owned or managed by public agencies, ensuring faster approvals and smoother land transfers. Gulabi Bagh Emerges as the Leading Contender
Among the shortlisted locations, Gulabi Bagh has emerged as a leading contender for the Secretariat Complex Delhi PWD project. The area offers approximately 80 acres of government housing land that could be redeveloped. Officials highlighted its excellent road connectivity through the Ring Road and easy access to metro networks, making it one of the most feasible options.
The site currently houses decades-old residential quarters built for Delhi government employees. Redevelopment in this area could also enhance the surrounding infrastructure, turning it into a modern administrative and residential zone.
Khyber Pass and Rajghat Power Plant Among Key Options
Another promising site for the Secretariat Complex Delhi PWD project is Khyber Pass near Civil Lines, offering around 40 acres of land recently cleared after demolishing unauthorized colonies. Its proximity to the Civil Lines administrative cluster, Delhi Assembly, and district offices makes it strategically ideal for the new Secretariat.
The decommissioned Rajghat Power Plant site, covering nearly 45 acres, is also under active consideration. Owned by the Land & Development Office (L&DO), it lies along the Yamuna riverfront and offers robust connectivity via Ring Road. However, environmental clearance would be necessary before redevelopment for the Secretariat Complex Delhi PWD can proceed.

Other Sites Considered for Secretariat Complex Delhi PWD
The IPGCL Gas Turbine Power Station near Indraprastha, spanning 30 acres, has also been included in the Secretariat Complex Delhi PWD shortlist. The defunct gas-based plant is centrally located and has strong metro connectivity. Officials believe that with necessary layout modifications, the site can be effectively transformed for administrative use.
The ITO Bus Depot area, covering approximately 17.5 acres, is another feasible choice. It includes 10 acres of depot land, 2.5 acres of a government school, and about 5 acres of vacant space. Its close proximity to the existing Secretariat provides a logistical advantage, simplifying relocation and continuity during construction of the Secretariat Complex Delhi PWD.
Additionally, the Twin Towers complex at ITO, including Vikas Minar and adjacent buildings, has been proposed for vertical redevelopment. The combined site area of around 4.5 acres currently houses DUSIB and DDA offices. By merging this site with the ITO Bus Depot, officials believe a unified 22-acre central complex could be created for the Secretariat Complex Delhi PWD.

Officials confirmed that once the Chief Minister finalizes a site, PWD will begin preparing detailed site reports and preliminary architectural designs. A formal presentation outlining the comparative advantages of each site is expected within the next two weeks.
Following approval, comprehensive surveys, cost assessments, and design tenders will be initiated for the Secretariat Complex Delhi PWD. The goal is to ensure that the new administrative headquarters is equipped with sustainable infrastructure, energy-efficient buildings, and modern amenities.
