New Delhi: The Government of India successfully conducted Special Campaign 4.0 from 2nd October 2023 to 31st August 2025, setting a high benchmark for cleanliness, waste management, and environmental responsibility under the Ministry of Coal’s aegis. During this period, the Ministry and its Public Sector Undertakings (PSUs) cleaned over 78.46 lakh square feet of space and disposed of more than 9,865 metric tons of scrap, generating revenue of ₹38.27 crores from scrap disposal.
The Ministry also led in space freed, ranking top among Government Ministries/Departments and secured the fourth position in revenue earned as per the DARPG report. It achieved 100% disposal of Public Grievances and PMO References, reviewed 71,632 files, and weeded out 69,227 files. Public outreach efforts via social media included 2,163 tweets, 1,137 press releases, and 61 PIB statements, substantially amplifying campaign awareness.
Innovative Efforts During Special Campaign 4.0
Innovative initiatives under SC 4.0 included installation of AI Bins by Coal India Limited for effective waste segregation and plastic bottle disposal, promoting social inclusion, user-friendly design, and cost efficiency. The Campaign also showcased “Waste to Art” projects, including sculptures such as the “Golden Deer and Fawn” by CMPDIL and a seven-foot sculpture of Netaji Subhash Chandra Bose made from scrap at BCCL, Dhanbad. Additionally, BCCL repurposed unused space into a table tennis court to promote employee well-being and work-life balance.
Further Achievements (Nov 2024 – Aug 2025)
From November 2024 to August 2025, an impressive 12.18 lakh square feet of space was cleaned, and over 10,503 metric tons of scrap were responsibly disposed of, yielding a revenue of ₹55.918 crores. Freed space was effectively utilized for plantations, horticulture, beautification, wider passages, parking space, office seating, and storage. These achievements are a testament to the Ministry of Coal and its PSUs’ relentless commitment to cleaner, greener, and sustainable workplaces.
Preparation for Special Campaign 5.0
Announced to commence from 2nd to 31st October 2025, Special Campaign 5.0 emphasizes the disposal of e-waste generated under the E-Waste Management Rules 2022 of the Ministry of Environment, Forest and Climate Change (MoEFCC), enhanced space management, and improvement of workplace experience at Field offices. The Ministry has conducted preparatory meetings chaired by JS(Coord) involving Senior and Nodal Officers of Coal India Limited, its subsidiaries, and other relevant offices on 26th August and 4th September 2025. The first meeting focused on briefing achievements of SC 4.0 and sensitizing officers about activities planned for SC 5.0, while the second meeting emphasized campaign timeline adherence and brainstorming innovative initiatives for Special Campaign 5.0.
