Special Campaign 5.0 Launches to Enhance Cleanliness, Transparency, and Efficiency in Governance

New Delhi: The Government of India has launched Special Campaign 5.0, reaffirming its commitment to driving cleanliness, transparency, and efficiency across government departments. The Department of Administrative Reforms and Public Grievances (DARPG) is the nodal agency coordinating this campaign across Ministries, building upon the success of the previous four editions. The Department of Posts has circulated guidelines for cleanliness drives and disposal of pending matters among its 23 Circle Offices, with implementation scheduled from 2nd to 31st October 2025.

Achievements of Special Campaign 4.0

The last campaign phase, conducted from November 2024 to August 2025, saw significant accomplishments:

  • Physical file weeding out increased from 70,242 files in October 2024 to 1,41,801 files by August 2025.

  • Over 1 lakh sites cleaned in October 2024, followed by 27,968 sites cleaned through sustained swachhata activities.

  • Revenue generation reached approximately ₹1.15 crore initially, rising to ₹1.87 crore through scrap disposal.

  • Disposal of over 9.36 lakh public grievances.

  • Approximately 94,572 sq. ft. of office space freed.



Best Practices Adopted

Innovative sustainability initiatives contributed to campaign success:

  • The Meghdoot Aushadh Vatika herbal garden was established at Delhi Cantt Post Office, converting weed-covered space into an area with medicinal plants like Aloe Vera, Holy Basil, Turmeric, Mint, and Gooseberry.

  • “Best out of waste” creations using damaged furniture, old bicycles, leftover ropes, and postcards embellished spaces such as the Caribbean boat-themed lounge at Yogayog Bhawan.

  • Artistic representations of Mahatma Gandhi were crafted using scrap materials, including collages and sketches from damaged mail bags and furniture.

Focus Areas and Way Forward

Special Campaign 5.0 aims to consolidate earlier gains and emphasize sustainable cleanliness models, waste management, and broad public participation. It seeks to strengthen institutional mechanisms to internalize cleanliness values and foster behavioral change aligned with a cleaner, healthier India. Disposal of e-waste through scientific methods and optimal space management remain key priority areas.
