Karnataka Chief Minister Siddaramaiah has unveiled a clear roadmap anchoring the state’s ambition to become India’s undisputed epicentre of innovation. The CM emphasised structured collaboration across government agencies, industry, and academia, and robust policy frameworks supporting startups, semiconductors, quantum technology, and applied artificial intelligence. These initiatives, from industrial zoning to skilling programmes, are designed to position Bengaluru—and Karnataka more broadly—as the national hotspot for high‑tech development. With targeted investments and institutional support, the state aims to sustain its leadership in deep tech, manufacturing, research and global capability centres.

Chief Minister Siddaramaiah highlighted that the government alone cannot drive the innovation agenda; instead, it requires robust public-private partnerships (PPP) that blend policy direction with industry expertise. Karnataka’s collaboration with leading global firms aims to co-develop skilling centres, innovation labs, and sector-specific accelerators. Industry bodies like NASSCOM, CII, and various startup networks are actively involved in policy consultations, ensuring that initiatives are grounded in real-world business needs. Projects like the development of solar-integrated data centres, green hydrogen hubs, and water-positive manufacturing zones reflect this commitment. Structured Collaboration Fuels Innovation Ecosystem

At the Bengaluru Tech Summit 2024, Siddaramaiah announced the launch of India’s first Global Capability Centres (GCC) policy, backed by MoUs with industry giants to skill over one lakh people in emerging technologies. The policy will establish three global innovation districts in Bengaluru, Mysuru and Belagavi to co‑locate GCCs with R&D and innovation infrastructure. Structured collaboration between public institutions and private sector players is central to this vision, creating an integrated support system to scale startups, attract investments, and accelerate knowledge transfer across domains.

CM Siddaramaiah further unveiled sector-specific initiatives such as a Centre for Applied AI for Tech Solutions (CATS) with Rs 50 crore investment, Quantum Research Park Phase‑2 with Rs 48 crore, and a Rs 1,000 crore Local Economy Accelerator Programme (LEAP) to support startups across tier 2 and tier 3 cities. With twin agendas of equitable growth and technological empowerment, Karnataka’s plans extend innovation beyond Bengaluru by nurturing innovation boroughs in Mysuru, Mangaluru, Hubballi‑Dharwad, Kalaburagi and Belagavi. Policy Foundations Strengthen Karnataka’s Tech Leadership

Karnataka’s new Industrial Policy 2025–30 aims to generate nearly 20 lakh jobs by 2029, drive 12 percent annual manufacturing growth, and attract Rs 7.5 lakh crore in investments. The same policy offers PLI incentives, capital subsidies, streamlined single‑window digital approvals, and rewards for green certified manufacturing units to ensure sustainable industrial growth. Companies co‑locating R&D or GCCs with manufacturing units receive additional 10 percent incentives. Karnataka currently contributes 60 percent of India’s electronics exports, and hosts major investors in semiconductors, electric mobility, aerospace, and high‑tech manufacturing.

Beyond manufacturing, Karnataka leads in aerospace and defence output, and electric mobility solutions, while accounting for over 40 percent of India’s software exports. The sectors are supported by innovation districts, semiconductor parks, green industrial clusters, and global investment summits like Invest Karnataka and Bengaluru Tech Summit. State policies are now designed to provide holistic support to industries through dedicated infrastructure, funding assistance, and global networking platforms. Karnataka’s leadership in these domains is no longer accidental but a result of deliberate and dynamic policy interventions that promote technological excellence.

Quantum Mission & Applied AI: Investing in Deep Tech

Karnataka has committed to building a $20 billion quantum economy by 2035, through a Rs 1,000 crore Quantum Mission, dedicated infrastructure, venture capital support, and policy direction via a Quantum Technology Task Force. Quantum skilling programmes will begin in over 20 colleges, with support for 150 PhD fellowships annually, while efforts to build India’s first quantum hardware park and quantum venture capital fund underscore long-term strategy. These moves are aimed at positioning Karnataka as a global leader in quantum research, fostering a robust innovation pipeline to meet futuristic technological demands.

Simultaneously, the Centre for Applied AI aims to translate innovation into deployable tech solutions through industry partnerships and research collaborations, including institutions like IISc Bengaluru. These initiatives are reinforced by workforce development programmes like NIPUNA Karnataka, intended to skill lakhs in AI, cybersecurity, quantum technologies, and fintech. Expanding Innovation Beyond Bengaluru: “Beyond Bengaluru” Agenda

Central to Karnataka’s framework is its “Beyond Bengaluru” initiative, which decentralizes innovation ecosystems across the state. LEAP will channel Rs 1,000 crore into accelerator programmes aiming to create five lakh jobs in tier 2 and 3 cities like Mysuru, Belagavi, Hubballi-Dharwad, and Kalaburagi. Global Innovation Districts set up in these areas will offer plug‑and‑play infrastructure for startups and GCCs, democratizing access to innovation ecosystems. These districts are expected to foster local entrepreneurship, attract mid-size tech companies, and create innovation-driven employment in previously underdeveloped regions.

PCB parks, sensor‑tech hubs, agri‑tech accelerators, and local incubators in suburban municipalities further anchor the state’s push to embed technology in local economies. Such measures ensure innovation permeates beyond the capital, spurring employment and enterprise in smaller cities, towns, and rural districts throughout Karnataka. This “Beyond Bengaluru” strategy seeks to create a balanced innovation ecosystem, where smaller cities become self-sustaining innovation hubs, contributing to the state’s technological and economic growth while reducing the pressure on Bengaluru’s urban infrastructure.

Institutional Infrastructure: Governing Innovation at Scale

The newly created Greater Bengaluru Authority (GBA), formed in May 2025, merges urban governance across the metro region and places the CM at its helm. This authority will oversee regional urban planning, environmental management, and infrastructure coordination—critical backbones for innovation ecosystems like KWIN City and Global Innovation Districts. The GBA is designed to fast-track approvals, ensure cohesive urban development, and maintain high-quality urban services that are essential for supporting global corporations and high-end research facilities setting up operations in the region.

KWIN City, a 5,800-acre smart township near Bengaluru, integrates knowledge institutions, research centres, healthcare, advanced manufacturing, and renewable infrastructure in a sustainable urban model. The city will host innovation clusters for AI, biotech, health research, and semiconductor fabs, acting as a global magnet for researchers, startups and talent. With dedicated zones for R&D, manufacturing, and residential needs, KWIN City embodies Karnataka’s vision of building globally competitive knowledge-driven urban ecosystems that attract investment and foster sustainable development.

The government’s innovation policy is not limited to IT or deep tech sectors; it spans agriculture, healthcare, education, and governance. Agri-tech incubators, telemedicine platforms, AI-driven educational tools, and e-governance solutions are being scaled up under state support. The aim is to ensure that innovation benefits every section of society, particularly in rural and underserved communities. Women entrepreneurs, social impact startups, and grassroots innovators are being provided special funding schemes, mentorship programs, and market linkages.
