TRAI Conducts Workshop for Central Ministries on New Framework to Rate Properties for Digital Connectivity: July 2025 – A Progressive Step Towards Future-Ready Infrastructure

The Telecom Regulatory Authority of India (TRAI) hosted a half-day workshop at its headquarters in New Delhi to promote its innovative Framework for Rating of Properties for Digital Connectivity. The event brought together nearly 100 senior officials from various Central Government Ministries, Departments, and key infrastructure bodies such as BIS, CPWD, NBCC, School of Planning and Architecture, and Town and Country Planning Organisations.

The workshop focused on spreading awareness about the critical role of integrated digital connectivity planning in infrastructure development and encouraging adoption of the Digital Connectivity Rating Regulations, 2024, notified by TRAI on 25th October 2024.


A New Era of Digitally-Ready Infrastructure

The newly introduced voluntary, performance-based star rating system assesses how well a property or infrastructure supports high-quality broadband and mobile services. It covers a wide range of structures, including:

  • Residential and commercial buildings

  • Government offices

  • Airports, highways, and railway stations

  • Hospitals, stadiums, schools, and smart urban facilities

The initiative is akin to green building or energy efficiency certifications, but with a focus on digital readiness. It encourages developers, architects, and policymakers to factor in digital connectivity right from the design and planning stages.




Connectivity as Essential as Water and Power

In his keynote address, Shri Anil Kumar Lahoti, Chairperson, TRAI, stressed the foundational importance of Digital Connectivity Infrastructure (DCI) in today’s built environment.

“With 70-80% of mobile data consumed indoors, digital connectivity is no longer a luxury — it is a basic need, just like electricity or water,” Shri Lahoti remarked.

He urged government agencies and infrastructure developers to incorporate DCI specifications into project guidelines, tenders, and training modules, ensuring that India’s future buildings are ‘digital-by-design’.

The workshop included a technical session led by Shri Tejpal Singh, Advisor (QoS-1), TRAI, who presented the framework in detail. Key rating criteria outlined included:

  • Availability of fibre entry points

  • Indoor mobile signal strength

  • Wi-Fi and 5G readiness

  • Ease of operator access for maintenance and upgrades

Shri Abhishek Sharma, Scientist ‘B’ from the Bureau of Indian Standards (BIS), also highlighted revisions to the National Building Code (NBC) 2016, aimed at aligning building norms with telecom infrastructure needs.

The event concluded with an interactive Q&A session, where experts and ministry officials discussed strategies to overcome indoor connectivity challenges and align national standards with practical implementation.

This framework directly complements national programmes like Digital India and the Smart Cities Mission, aiming to democratise digital access by embedding connectivity in every corner of urban and rural India. In a groundbreaking move set to redefine investor onboarding in India’s mutual fund sector, the Department of Posts (DoP) and the Association of Mutual Funds in India (AMFI) signed a landmark Memorandum of Understanding (MoU) today in Mumbai. The agreement aims to streamline the KYC (Know Your Customer) verification process for over 24.13 crore mutual fund folios, including 19.04 crore equity, hybrid, and solution-oriented accounts, as per AMFI’s data as of June 30, 2025.

The MoU was formally signed by Ms. Manisha Bansal Badal, General Manager (Business Development), Department of Posts, and Mr. V. N. Chalasani, Chief Executive, AMFI.


Uniting Reach with Regulatory Precision

With a steady rise in mutual fund investors—4 million new investors added in FY23, 6.9 million in FY24, and an impressive 9.7 million in FY25—the agreement comes at a critical time to ease KYC compliance and expand financial access, especially in remote and underserved regions of the country.

Under the partnership:

  • The Department of Posts will provide KYC verification and document collection services via its vast network of over 1.64 lakh post offices.

  • AMFI will act on behalf of its member Asset Management Companies (AMCs) to ensure these investors attain “KYC Validated” status through KYC Registration Agencies (KRAs).

This will significantly reduce onboarding friction, allowing new and legacy investors to complete, verify, and submit KYC documents with the support of trained postal employees.

During the ceremony, Ms. Manisha Bansal Badal remarked:

“This collaboration harnesses our extensive postal infrastructure to support financial inclusion and simplify KYC processes for investors nationwide.”

Echoing this sentiment, Mr. V. N. Chalasani, Chief Executive of AMFI, said:

“This MoU is a significant step in ensuring regulatory compliance, especially for investors residing in remote corners of the country. It will enable them to revive their folios and invest with ease.”

Postal employees will now assist investors in filling KYC forms, verifying self-attested documents, and forwarding them securely to AMCs, bridging the digital divide for millions of households across India.

This public-private partnership is a major stride in financial inclusion and digital transformation. By combining DoP’s unparalleled reach with AMFI’s industry expertise, the initiative aligns with India’s broader goals of creating a professional, investor-friendly financial ecosystem. Sikkim Hosts NeGD Cybersecurity Workshop to Empower CISOs Under Digital India Mission: July 2025

In a significant step towards enhancing cybersecurity resilience among state-level departments, the National e-Governance Division (NeGD) under the Ministry of Electronics and Information Technology (MeitY) organised a State Capacity Building Workshop for Chief Information Security Officers (CISOs) and Deputy CISOs of Sikkim. The workshop was held on 14th July 2025 in Gangtok in collaboration with the Department of Information Technology, Government of Sikkim.


Strengthening State-Level Cybersecurity Infrastructure with NeGD workshop

The one-day awareness and training workshop was aimed at improving the institutional cybersecurity readiness of various government departments in the state. Senior officials including Shri Tenzing T. Kaleon, Secretary, Department of Information Technology, addressed the participants during the inaugural session. He emphasized the ever-evolving nature of cyber threats and underlined the critical role of CISOs and Dy. CISOs in building a resilient and secure digital ecosystem.

“The Government of Sikkim is committed to protecting its digital infrastructure and ensuring that service delivery remains uninterrupted and secure. The role of CISOs is more vital than ever in this effort,” said Shri Kaleon.




Expert-led Sessions by CERT-In

The workshop was facilitated by cybersecurity experts from CERT-In (Indian Computer Emergency Response Team), who conducted technical sessions on identifying, mitigating, and responding to emerging cyber threats. The sessions covered:

  • Sectoral cyber risk management

Kolkata Road Repairs: With the monsoon rains easing momentarily, the Kolkata Municipal Corporation (KMC) has begun urgent road repair work across multiple major roads and neighbourhoods. The damage from persistent rains—manifested in deep potholes, cratered surfaces, and flooded patches—had brought several parts of the city to a near standstill in recent weeks. Now, with clearer skies, the civic body is moving swiftly to restore key thoroughfares.

Emergency Repairs Across the City

Repair work began overnight on VIP Road, MG Road, CR Avenue, BBD Bagh, Amherst Street, BB Ganguly Street, APC Roy Road, Alipore Road, and Tollygunge Circular Road. Additional sites including NSC Bose Road, Diamond Harbour Road, and stretches in Behala are scheduled for repair depending on weather stability.

KMC has also launched repair operations on Biren Roy Road (West), where residents and commuters had raised repeated complaints over road safety and disruptions. Work in these zones is being done under emergency protocols using quick-fix materials like paver blocks and debris in place of hot-mix, which requires dry weather.

Alternative Methods to Beat Monsoon Disruption

Due to the unpredictability of rain, KMC has adopted temporary repair techniques. Paver blocks and solid waste fill are being used at severely damaged zones like Park Circus Connector (Bridge No. 4) and parts of VIP Road to ensure that vehicular movement can continue safely.

While these stop-gap measures do not provide long-term solutions, they are being prioritized to address dangerous conditions and improve traffic flow until permanent repairs are feasible.

According to KMC officials, long-term repairs using hot-mix bitumen will resume only after at least seven days of dry weather. Two KMC-operated hot-mix plants at Goragacha and Palmer Bazar are currently on standby, ready to restart operations as soon as the monsoon subsides enough to allow high-quality resurfacing work.

Mayor Firhad Hakim has stated that all major routes in the city will be fully repaired within three days of consistent dry weather.

Areas Awaiting Intervention

A number of roads across north and south Kolkata continue to show signs of wear and collapse. In Behala, areas like Motilal Gupta Road, MG Road (near Thakurpukur), and Diamond Harbour Road are awaiting repairs. Craters and patchy surfaces on these roads have led to minor accidents and frequent traffic jams.

Local students recently staged a protest on Biren Roy Road (West) demanding immediate repairs, citing safety concerns and the risk of injury. KMC has now prioritized this stretch in its ongoing action plan.

Coordination with Other Departments

While KMC is leading most of the repair efforts, some roads fall under the jurisdiction of the Public Works Department (PWD) and the Kolkata Port Trust. This overlap has delayed action in certain areas, such as Coal Berth Road, where KMC is awaiting clearance before proceeding.

Kolkata Traffic Police has also been involved in this effort, providing night-time support for traffic management during repair operations and sending reports to KMC highlighting the most critical road sections needing attention.
