Dr. Jitendra Singh Launches Five Transformative Digital Reforms to Advance Transparent, Citizen-Centric Governance: 2025

Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences, and Minister of State in the PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Jitendra Singh, on December 25, 2025, launched five major digital governance initiatives at the National Workshop on Good Governance Practices 2025 in New Delhi. Marking Good Governance Day, the Minister said these reforms embody a decisive shift toward transparency, accountability, and citizen-centric administration, aligning governance with contemporary technological capabilities.


Good Governance: From Ideal to Everyday Practice

Addressing senior officers, policymakers, and stakeholders, Dr. Jitendra Singh emphasised that good governance is not an abstract principle but a daily administrative responsibility. He noted the special significance of Good Governance Day, commemorating the birth anniversary of Atal Bihari Vajpayee, whose emphasis on probity and people-first governance laid enduring institutional foundations.

The Minister stated that while the idea of good governance predates 2014, it has been realised “in letter and spirit” under the leadership of Narendra Modi, guided by the mantra of “Minimum Government, Maximum Governance.”




Five Digital Initiatives to Strengthen Core Governance Processes

On the occasion, the Department of Personnel and Training (DoPT) launched five initiatives aimed at modernising recruitment, human resource management, and capacity building:

1) Ex-Servicemen Reservation Compendium

A consolidated, updated Compendium of Guidelines on Reservation for Ex-Servicemen in Central Government brings all existing instructions into a single, user-friendly reference. The initiative ensures clarity, uniformity, and timely delivery of benefits, reducing ambiguity and implementation errors across Ministries and Departments.

2) AI-Powered Recruitment Rules Generator

An AI-enabled Recruitment Rules Generator Tool, integrated with the Recruitment Rules Formulation, Amendment and Monitoring System (RRFAMS), will streamline rule-making. By guiding users through simple prompts and auto-generating compliant drafts aligned with DoPT norms, the tool is set to cut delays and inconsistencies in recruitment processes.

3) e-HRMS 2.0 Mobile App

The e-HRMS 2.0 mobile application (Android and iOS) places key HR services directly in employees’ hands. A core pillar of Mission Karmayogi, it integrates service records and processes—promotions, transfers, deputations, training, and superannuation—with platforms such as SPARROW, PFMS, and Bhavishya, enabling paperless workflows, faster approvals, and greater transparency.

4) iGOT Karmayogi AI Platforms

New AI features on iGOT Karmayogi include iGOT AI Sarthi (intelligent discovery of learning resources), iGOT AI Tutor (personalised in-course support), a Specialisation Programme (structured pathways in critical domains), and an AI-based Capacity Building Plan Tool to map roles, competencies, and training needs across Ministries and States.

5) Karmayogi Digital Learning Lab 2.0

The Karmayogi Digital Learning Lab 2.0 introduces next-generation content creation using AR/VR, gamification, and interactive simulations, accelerating the dissemination of best practices and strengthening on-ground implementation capacity across the civil services.


Grassroots Impact and Administrative Culture Shift

Secretary, DoPT, Rachna Shah, highlighted the nationwide Prashasan Gaon Ki Ore campaign conducted during Good Governance Week, covering 700+ districts with thousands of camps for grievance redressal and service delivery. She noted that Special Campaigns since 2021 have driven a culture shift from pendency to outcomes, delivering measurable gains in efficiency, space optimisation, and revenue generation.

Concluding the workshop, Dr. Jitendra Singh said the five initiatives together represent a coherent, future-oriented governance reform agenda—leveraging AI and digital platforms to strengthen institutions while placing citizens and civil servants at the centre. On Good Governance Day, he expressed confidence that these measures will further advance India’s journey toward a responsive, accountable, and future-ready administration, in the true spirit of Atal Bihari Vajpayee’s legacy. Union Home Minister and Minister of Cooperation, Amit Shah, addressed the Krishak Sammelan in Rewa, Madhya Pradesh, on December 25, 2025, underlining the transformative potential of natural farming in empowering small and marginal farmers. The event was attended by Mohan Yadav, along with other dignitaries and a large gathering of farmers.


Basavan Mama Govansh Van Vihar: A Model for Natural Farming

Shri Amit Shah described Basavan Mama Govansh Van Vihar as a successful and inspiring experiment in natural farming. He said the model farm in the Rewa region would not only guide millions of farmers across the country but also play a pioneering role in reviving traditional, sustainable agricultural practices.

He explained that natural farming—based on the use of cow dung and cow urine—helps maintain soil health, reduce input costs, and produce pure, chemical-free crops. Highlighting its efficiency, Shri Shah noted that with just one indigenous cow, natural farming is being successfully practiced on 21 acres of land, without the use of chemical fertilisers or pesticides.




Boosting Farmers’ Income While Protecting Health and Water

The Union Home Minister emphasised that natural farming:

  • Increases farmers’ income by reducing input costs

  • Conserves water and improves soil fertility

  • Protects consumers from lifestyle diseases caused by chemical residues

He informed that over 40 lakh farmers across India have already adopted natural farming and are witnessing improved yields and better income stability.


Role of Ministry of Cooperation in Organic Certification and Exports

Shri Amit Shah highlighted the role of the Ministry of Cooperation, established under the leadership of Narendra Modi, in strengthening the natural farming ecosystem.

He said the Ministry has set up two large cooperatives to:

  • Certify natural and organic produce

  • Conduct testing in world-class laboratories

  • Handle packaging, marketing, and export of organic products

In the coming days, more than 400 laboratories across the country will certify farmers’ fields and produce as natural. This certification is expected to increase farmers’ income by up to 1.5 times, by enabling access to premium domestic and international markets.


Global Demand for Organic Produce

Shri Shah noted that there is a rapidly growing global market for organic products, as consumers worldwide increasingly recognise their health benefits. He stressed that a robust system of scientific certification, quality testing, attractive packaging, and marketing is essential to ensure Indian farmers’ organic produce reaches global markets competitively.


Call for Environmental Responsibility

Urging collective responsibility towards nature, Shri Amit Shah appealed to citizens to plant at least five peepal trees each, noting that peepal trees release the highest amount of oxygen and play a vital role in environmental conservation.


Development of Rewa Region

The Union Home Minister said the Rewa region is steadily emerging as a prosperous area, citing:

  • Asia’s largest solar power plant in Rewa

  • Improved four-lane road connectivity linking Rewa with Prayagraj and Jabalpur

These developments, he said, are enhancing both agricultural and economic prospects of the region.


Tribute to Atal Bihari Vajpayee: Krishak Sammelan

On the birth anniversary of Atal Bihari Vajpayee, Shri Amit Shah paid tribute to the former Prime Minister, recalling his deep association with Rewa. PM MITRA Park Revives Cotton Economy

Highlighting the impact of the PM MITRA Park, Shri Shah said cotton—once a declining crop in the Malwa and Chambal regions due to poor price realisation—has again become profitable for farmers. He explained that the PM MITRA Park is built on the 5F vision:
Farm to Fibre, Fibre to Factory, Factory to Fashion, and Fashion to Foreign, ensuring fair prices to farmers and seamless linkage up to exports.

He noted that the largest PM MITRA Park is being developed in Madhya Pradesh, which will significantly benefit farmers and generate employment.




Madhya Pradesh’s Transformation from BIMARU to Growth Engine

Shri Amit Shah stated that opposition-led governments once reduced Madhya Pradesh to a BIMARU state. Former Chief Minister Shivraj Singh Chouhan removed that tag, and now Dr. Mohan Yadav is taking the state forward with renewed energy.

He cited key achievements:

  • Expansion of highways and rural roads

  • Increased irrigation coverage by 17%

  • Winning the Krishi Karman Award seven consecutive times, surpassing Punjab and Haryana

  • 4.57 lakh new MSME units established in just one year

  • Nearly 50% of startups run by women, showcasing women-led entrepreneurship

He said Madhya Pradesh is fast emerging as a national hub for MSMEs and innovation.


India’s Leap in Technology, Infrastructure and Manufacturing

Shri Amit Shah highlighted India’s rapid progress under PM Modi’s leadership:

  • Entry into the semiconductor sector, with plans for self-reliance and exports

  • India becoming the world’s second-largest mobile phone producer

  • Defence manufacturing and exports witnessing record growth

  • India ranking 63rd in Ease of Doing Business, up from 142nd in 2014

He noted that nearly 50% of global digital transactions now take place in India, with UPI processing record volumes. Internet users have grown from 7 crore to over 101 crore, and 4G/5G connectivity is rapidly expanding.


Infrastructure as the Backbone of Development

Shri Shah underlined India’s infrastructure transformation:

  • Highways expanded from 90,000 km to over 1.5 lakh km

  • Airports increased from 74 to 163

  • Metro services expanded from 5 to 23 cities

  • Vande Bharat trains, Amrit Bharat stations, and near-total railway electrification

He said Madhya Pradesh is benefiting directly from this infrastructure push, including manufacturing of Vande Bharat train components.


Message to Youth and Investors: Abhyudaya

Addressing youth and investors, Shri Amit Shah said Madhya Pradesh’s fertile land and strategic geography ensure that “if you sow rupees here, you will reap crores.” He stressed that region-specific, sustainable industries are the key to long-term prosperity for both people and businesses.

The collaboration aims to expand access to reliable testing services, reduce turnaround times, and strengthen quality compliance across sectors.


Doorstep Sample Pickup Using India Post’s National Network

Under the MoU, the Department of Posts will provide doorstep pickup of samples from customers across India and ensure safe, reliable, and timely delivery to NTH laboratories. The service will leverage India Post’s extensive reach across urban, rural, and remote regions, addressing logistical challenges that have historically limited access to testing services.

Samples will be transported to NTH laboratories located in Kolkata, Ghaziabad, Mumbai, Jaipur, Guwahati, Varanasi, and Chennai, enabling seamless end-to-end logistics for testing.




MoU Signed on National Consumer Day: National Test House

The MoU was signed on December 24, 2025, on the occasion of National Consumer Day, at Bharat Mandapam, New Delhi. The signing took place in the presence of Pralhad Joshi, Union Minister of Consumer Affairs, Food & Public Distribution, and B. L. Verma, Minister of State for Consumer Affairs, Food & Public Distribution.

This strategic partnership is expected to significantly improve accessibility and affordability of NTH’s testing services by:

  • Reducing logistical barriers and turnaround time

G. Kishan Reddy Reviews Rehabilitation Works under Revised Jharia Master Plan, Inaugurates People-Centric Projects in Dhanbad

Union Minister for Coal and Mines, G. Kishan Reddy, reviewed the progress of rehabilitation works in the Jharia Coalfield on December 24, 2025, as part of the Revised Jharia Master Plan (RJMP). During the second day of his visit to Dhanbad, the Minister inaugurated and laid foundation stones for multiple infrastructure, livelihood, education, and sustainability projects at the Belgaria and Karmatand Rehabilitation Sites, reaffirming the Government’s commitment to safe, dignified, and sustainable rehabilitation of mining-affected families.


Revised Jharia Master Plan: A Comprehensive Rehabilitation Framework

The Revised Jharia Master Plan (RJMP), approved by the Cabinet Committee on Economic Affairs on June 25, 2025, addresses long-standing challenges of mine fires, land subsidence, and unsafe habitation in the Jharia Coalfield.

Under the RJMP:

  • Jharia Rehabilitation and Development Authority (JRDA) is responsible for rehabilitating non-BCCL families from endangered zones

  • Bharat Coking Coal Limited (BCCL) undertakes rehabilitation within its operational areas

The Minister was accorded a ceremonial Guard of Honour by CISF personnel at the BCCL Guest House.




Belgaria Rehabilitation Township: Infrastructure and Livelihood Focus

At Belgaria Rehabilitation Township, the largest resettlement colony under JRDA, Shri Reddy inaugurated:

  • JRDA Administrative Building

  • Public Distribution System (PDS) Shop, enabling efficient governance, grievance redressal, and essential supplies

He also laid foundation stones for:

  • Road widening works (Phases II & III)

  • Installation of 500 LED solar street lights

  • Balance development works for Phases IV, VI, VII & VIII

  • Upgradation of the Primary School into a Model School, with digital classrooms, sanitation, power backup, and modern learning facilities

Belgaria has been developed across eight phases, comprising 1,191 blocks and 18,272 houses, supported by strong civic and community infrastructure. The JRDA Administrative Building and PDS Shop were completed at a cost of ₹1.23 crore.

As part of livelihood support, 11 e-rickshaws were distributed to rehabilitated families under BCCL’s CSR programme, promoting self-employment and sustainable income generation.

The Minister emphasised quality construction, timely execution, and livelihood-oriented rehabilitation to ensure long-term well-being of affected families.


Karmatand Rehabilitation Site: Housing, Education and Skills

At the Karmatand Rehabilitation Site, developed by BCCL, the Minister reviewed facilities where:

  • 4,008 houses have been constructed

  • Assured water and power supply, wide internal roads, street lighting, and security systems are in place

Addressing residents, Shri Reddy stated that RJMP reflects the Government’s people-centric approach to resolving unsafe habitation caused by mining activities.

Key inaugurations at Karmatand included:

  • Middle/High School, shifted from Lodna to a newly refurbished building and operational since November 1, 2025

  • Multi-Skill Development Institute (MSDI–IV), operational since November 27, 2025, in collaboration with the National Skill Development Council (NSDC)

The MSDI offers training in Customer Care Executive, Beautician, and Assistant Fitter trades, with scope for expansion based on market demand.

Additional facilities already operational include free e-bus transport, a market complex, and grievance redressal mechanisms, while healthcare services, Anganwadi centres, and PDS facilities are being further strengthened.


Digital Governance and Clean Energy Initiatives

During the visit, the Minister also inaugurated:

  • Integrated Command and Control Centre (ICCC) of BCCL, integrating CCTV surveillance, RFID access control, vehicle tracking, and automated weighment systems to enhance safety, transparency, and efficiency

  • Dugdha Solar Power Plant of BCCL, reinforcing the shift towards clean energy, reduced carbon emissions, and environmentally responsible mining operations


Conclusion
The review and inaugurations under the Revised Jharia Master Plan underline the Government of India’s integrated approach to rehabilitation—combining housing, education, healthcare, skills, digital governance, livelihood support, and clean energy.   • This was the heaviest satellite launched from Indian soil using an indigenous launcher

  • It was the third fully commercial mission of the LVM3

  • The mission reaffirmed the world-class reliability and consistency of the LVM3 platform

According to him, the LVM3 has now firmly established itself among the top heavy-lift launch systems globally.


Next-Generation Satellite for Direct-to-Mobile Connectivity

The BlueBird Block-2 satellite is part of a next-generation communication constellation designed to deliver space-based cellular broadband connectivity directly to standard mobile smartphones, without requiring specialised user equipment. This technology has the potential to transform global connectivity, particularly in remote and underserved regions.

The mission was undertaken under a commercial agreement between NewSpace India Limited (NSIL) and AST SpaceMobile, underlining India’s emergence as a trusted global launch partner for cutting-edge communication missions.


Boost to India’s Commercial Space Ambitions

The successful deployment of BlueBird Block-2 further enhances confidence in India’s indigenous launch systems and strengthens the country’s role in the international commercial launch ecosystem. With repeated flawless missions, LVM3 is increasingly seen as a dependable choice for heavy and high-value payloads.
