National One Health Mission Assembly 2025 Concludes Successfully, Strengthening Collaborative Preparedness for a Viksit Bharat

The two-day National One Health Mission Assembly 2025 concluded successfully at Bharat Mandapam, New Delhi, marking a significant milestone in India’s effort to build an integrated and resilient One Health ecosystem. The event brought together senior officials, scientific experts, development partners, and representatives from state governments to advance collaborative preparedness across human, animal, and environmental health sectors.

Advancing Integrated Action for a Resilient Future

Building on the momentum of Day 1, which focused on reinforcing inter-ministerial coordination and whole-of-government action, the Assembly’s concluding day emphasised operational collaboration, scientific innovation, and community engagement. Through a series of technical sessions, participants discussed new approaches to preparedness, response mechanisms, and integrated surveillance systems that will shape India’s One Health roadmap.

Leading the deliberations, Dr V.K. Paul, Member (Health), NITI Aayog, underscored that “India’s progress in One Health relies on a strong whole-of-government approach that advances a healthier and more resilient future.” He highlighted that community participation remains central to this vision, drawing on India’s COVID-19 experience as proof of the nation’s capacity for community-led mobilisation. Dr Paul further stressed the role of media and law enforcement as critical partners in building trust, combating misinformation, and enabling swift national responses during health emergencies.

He further observed that “One Health preparedness must extend to the grassroots, where frontline workers, local governments, and communities form the first line of defence.” His remarks set the tone for an outcome-oriented discussion anchored in national readiness and social inclusion.

Multisectoral Leadership and Science-Driven Collaboration

Dr Rajiv Bahl, Secretary, Department of Health Research and Director-General, ICMR, emphasised the need for a seamless integration of science, technology, and development. “The goal is not only to build diagnostics, therapeutics, and vaccines for future outbreaks but to do so with speed,” he stated. Dr Bahl credited the National One Health Mission for catalysing cross-sectoral collaboration and driving a more agile and responsive health ecosystem capable of managing both current and emerging threats.

Dr Rajesh S. Gokhale, Secretary, Department of Biotechnology, reflected on lessons from the COVID-19 pandemic, noting that “the triad of intelligence—biological, artificial, and natural—will redefine all future technologies.” He highlighted how the convergence of these domains will accelerate innovation, positioning India at the forefront of global biosciences and One Health research.

International experts, including Mr Scott Newman of the Food and Agriculture Organization (FAO) and senior officials such as Smt. Vandana Jain, Joint Secretary, Ministry of Health and Family Welfare, also took part in the discussions. They reinforced the necessity of multisectoral and global partnerships to build resilience, especially in the face of transboundary health challenges.



Strengthening Preparedness and Capacity Building

Sessions on medical countermeasures, led by experts from DRDO, ICAR, THSTI, CEPI, FIND, the International Vaccine Institute, and other agencies, highlighted the importance of accelerating the development of vaccines, diagnostics, and therapeutics to address future zoonotic and pandemic threats. Participants called for agile research platforms, strengthened regulatory frameworks for emergency authorisations, and expanded collaborations between academia, industry, and government.

Capacity-building discussions identified skilled human resources and community empowerment as cornerstones of One Health readiness. Institutions shared best practices for developing multi-tiered training systems, integrating One Health into higher education curricula, and fostering local partnerships that ensure sustainability and trust at the community level.

Showcasing Innovation: Exhibition and One Health Hackathon

A major highlight of the Assembly was the One Health exhibition, which featured participating institutions demonstrating innovations in surveillance networks, biosafety infrastructure, digital health platforms, and inter-sectoral research models. The showcase reflected India’s advancing technological and scientific capacity in implementing the One Health approach nationwide.

The event also hosted the felicitation ceremony of the National One Health Hackathon, a youth-focused innovation challenge that invited multidisciplinary student teams to present technology-driven, community-focused solutions. The hackathon celebrated India’s growing pool of innovators committed to driving One Health transformation through practical, scalable ideas.

Towards a Health-Secure and Viksit Bharat

In closing, participants agreed that the One Health Mission has become a cornerstone of India’s journey towards a Viksit Bharat—a vision of an advanced and self-reliant nation rooted in sustainability, inclusiveness, and resilience. The Assembly ended with a shared commitment to continue fostering coordinated action across ministries, scientific institutions, and local communities.

Through its integrated approach combining policy, science, and community engagement, the National One Health Mission is positioning India as a global leader in collective preparedness, enabling a healthier, safer, and more sustainable future.

Japan Bank for International Cooperation (JBIC) Governor Nobumitsu Hayashi’s high‑level visit to Dholera Special Investment Region (Dholera SIR) in Gujarat has reinforced global confidence in India’s semiconductor mission and showcased Dholera’s rise as a world‑class greenfield smart industrial and semiconductor hub.​

Strategic Review of India’s First ‘Semicon City’​

Governor Hayashi led a JBIC delegation to the National Industrial Corridor Development Corporation (NICDC) flagship industrial park at Dholera SIR to review the progress of India’s first emerging Semicon City and its rapidly expanding ‘plug‑and‑play’ industrial ecosystem.​
The visit coincides with unprecedented momentum in India’s semiconductor manufacturing push, with Dholera positioned at the forefront as the country’s most ambitious greenfield smart industrial city under the National Industrial Corridor Development Programme.​

During the visit, Governor Hayashi praised Dholera’s world‑class planning, infrastructure readiness and robust governance framework, terming it a globally competitive destination for advanced electronics and semiconductor investments.​
He highlighted Dholera’s integrated systems, scalable utilities and future‑ready infrastructure as key strengths that align with global investor expectations in high‑technology manufacturing.​

Command Centre, Utilities and ‘Plug‑and‑Play’ Readiness​

The delegation began its tour at the ABCD Building, Dholera’s administrative and command centre, where it reviewed the integrated planning framework, digital governance architecture and centralised utility management systems.​
They then visited critical utility assets including the Integrated Command and Control Centre (ICCC), the Experience Centre and the Torrent Power 400 kV substation, underscoring Dholera’s robust utility backbone and ‘ready‑to‑build’ manufacturing readiness.​

Tata Electronics Fab: Anchor of India’s Semiconductor Ambitions​

At the Tata Electronics Semiconductor Fabrication Facility inside Dholera SIR, the JBIC team held detailed discussions with Tata Group leadership and reviewed the 163‑acre fab being developed with an investment of ₹91,000 crore in partnership with Taiwan’s Powerchip Semiconductor Manufacturing Corporation (PSMC).​
The plant, India’s first commercial semiconductor fabrication facility, is slated to begin production in 2027 with a capacity of 50,000 wafers per month across 110 nm to 28 nm nodes, creating over 20,000 high‑skilled jobs and integrating India deeper into global semiconductor value chains.​

Boost to India–Japan Technological Collaboration​

Governor Hayashi expressed optimism that the Tata–PSMC project at Dholera would significantly deepen India–Japan technological cooperation in semiconductors and advanced manufacturing.​
He noted that JBIC views Dholera’s semiconductor ecosystem as an important platform for Japanese participation in India’s industrial transformation and for strengthening supply‑chain resilience in the Indo‑Pacific.​

NICDC and DICDL Showcase Dholera’s Competitive Edge​

NICDC Chief Executive Officer and Managing Director Shri Rajat Kumar Saini briefed the delegation on Dholera SIR’s master planning, multimodal connectivity, utilities and investor pipeline.​
Dholera Industrial City Development Limited (DICDL) Managing Director Shri Kuldeep Arya, along with senior officials from NICDC and DICDL, presented Dholera’s policy framework, incentive architecture and long‑term vision as India’s next major industrial and semiconductor hub.​

Expanding Japanese Footprint Across NICDC Nodes​

Japanese companies are steadily scaling their presence across NICDC industrial cities, reflecting sustained confidence in India’s manufacturing and logistics ecosystem.​
The Toyota Group remains a leading investor with commitments exceeding ₹1,700 crore over more than 116 acres across multiple NICDC nodes, underlining deepening Japan–India industrial ties.​

NX Logistics and Key Japanese Investors Strengthen Presence​

NX Logistics India Private Limited has expanded from its 12.86‑acre facility in Shendra (AURIC) to a new facility in Dholera, taking its total investment to ₹86 crore and generating around 400 jobs.​
Other Japanese firms, including Nippon Express, Nagata, Sango and Fuji Silvertech, are also ramping up operations across logistics, component manufacturing and industrial infrastructure solutions in NICDC‑linked projects.​

High‑Level Japanese Delegations Underscore Investor Interest​

Dholera has emerged as a focal point for strategic international and Japanese engagements exploring opportunities in semiconductors, electronics, advanced manufacturing and smart industrial ecosystems.​
Earlier this year, Japan’s Ambassador to India and Bhutan, Mr. Ono Keiichi, led a 70‑member business delegation representing sectors such as semiconductors, electronics, machinery, infrastructure, logistics and financial services to Dholera SIR.​

Visits by Iwate Prefecture and Japanese Agencies​

On 4 September 2025, the Vice Governor of Iwate Prefecture, Mr. Jun Sasaki, accompanied by representatives from the Japan International Cooperation Agency (JICA), visited Dholera to assess collaboration opportunities in industrial development and high‑technology manufacturing.​
Over the past year, Dholera has hosted delegations from JBIC, the Japan Chamber of Commerce, the Japan External Trade Organization (JETRO), JICA and several leading Japanese corporations, strengthening its profile as a preferred destination for Japanese capital.​

Rising Hub for Advanced Manufacturing and ESDM​

These sustained engagements with Japanese stakeholders, coupled with ongoing discussions on semiconductor, electronics system design and manufacturing (ESDM) and advanced manufacturing projects, highlight Dholera’s growing role in India–Japan industrial cooperation under the National Industrial Corridor Development Programme.​
Dholera’s strategic location, smart‑city design and integrated infrastructure are increasingly positioning it as a gateway for next‑generation industries looking to tap India’s large market and global export potential.​

A signature move from the minister was the directive to immediately roll out dynamic barcoding and prepaid booking alerts. These measures aim to track irregular transactions, prevent unauthorized insertion of parcels mid-route, and strengthen the entire delivery value chain. The focus remains on closing procedural gaps and modernizing the infrastructure to ensure every rupee passing through DoP is accounted for.​

Boosting Savings Bank Safeguards

During the review, Dr Pemmasani performed an assessment of the Postal Savings Bank’s digital and financial security protocols. He advocated for enhanced biometric and OTP-based authentication for officials to fortify account security. Directions were issued for prompt Aadhaar and mobile number seeding of accounts and expanding the use of digital passbooks to reduce human error and minimize fraud risks.​

Minister’s Call: Every Rupee Must Be Accounted For

Addressing senior officials, Dr Pemmasani stressed that “every rupee must be accounted for.” He pushed for modernization and the adoption of a technology-led, incentive-driven approach as cornerstones for plugging leaks, improving transparency, and ensuring trust in postal transactions.​

Opening the session, Shri Uday Bhan Tiwari, Principal Controller of Communication Accounts, highlighted the value of open dialogue between licensees and the Controller’s office. The session reinforced the need for continuous communication to ensure timely and error-free submissions of license fee returns, audited accounts, and compliance documents, ultimately enhancing transparency and reducing process delays.​



Fielding Grievances and Compliance Queries

Officers from the Principal CCA Office addressed queries, resolved pending issues, and sensitized licensees on compliance requirements, financial obligations, and license fee submissions under the Unified License framework. Interactive discussions enabled direct clarification of doubts with officials, fostering proactive resolution of regulatory and financial concerns.​

Focus on Regulatory Streamlining

The initiative forms part of ongoing efforts to streamline processes, improve service delivery, and promote better understanding of regulatory requirements. Attendees discussed rationalizing telecom revenue processes and recommended measures to further ease business operations and improve compliance.

Role of Pr. CCA Delhi in Financial Management

The Principal CCA Office, Delhi, plays a pivotal role in administering financial management for the Department of Telecommunications (DoT). Responsible for collecting License Fees and Spectrum Usage Charges (SUC) from licensees based in Delhi and NCR, the office presently manages 535 active licenses across categories such as UL-ISP, VNO-ISP, NLD, ILD, CMRTS, and Access-B, and oversees Financial and Performance Bank Guarantees. The office has shown consistent revenue growth with ₹4,551 crore collected in FY 2023-24 and ₹4,650 crore in FY 2024-25.​

Authorities Track White-Collar Terror Module Linked to Explosives

J&K Police makes another arrest in Delhi blast case, Pulwama electrician detained, as the state investigation agency (SIA) continues its probe into the “white-collar” terror module responsible for the Red Fort explosion on November 10. The arrested individual, identified as Tufail Niyaz Bhat, is an electrician from Pulwama. Officials have stated that his arrest is part of the ongoing effort to map the full network behind the deadly blast that claimed 10 lives.J&K

The investigation into the terror module has revealed a complex network of suspects, including professionals who allegedly facilitated the planning and execution of the attack. Bhat was taken in for questioning to determine the extent of his involvement in the activities of the “white-collar” group. Concrete evidence suggests he played a role in planning elements of the blast, prompting authorities to widen their inquiry into his connections.

J&K Police Tracks White-Collar Terror Module Linked to Red Fort Blast

Earlier, the Srinagar Police discovered the existence of the module through posters that appeared in Nowgam, warning police and security personnel. These posters led to the identification of key suspects. Under the supervision of Dr. GV Sundeep Chakravarthy, senior superintendent of police, initial arrests included Arif Nisar Dar (alias Sahil), Yasir ul Ashraf, and Maqsood Ahmad Dar (alias Shahid). Interrogations of these individuals subsequently led to the arrest of Maulvi Irfan Ahmad, a former paramedic turned Imam, accused of distributing warning posters and influencing professionals within the module. Further investigation traced connections to Al Falah University in Faridabad, where Dr. Muzzafar Ganaie and Dr. Shaheen Sayeed were arrested. Authorities also recovered 2,900 kg of explosive material linked to the module. Investigators identified a core group responsible for orchestrating the blast, including Dr. Ganaie, Umar Nabi (the driver of the vehicle used in the explosion), and Muzzaffar Rather, who remains at large.
